The London Borough of Merton is seeking an Information Governance Officer who is experienced in dealing with data protection. Has experience in the field of data protection such as dealing with data breaches and to champion best practice in Information governance. This role will work with colleagues across the Council to ensure that our information governance processes are robust. They will be reporting to the Information Governance and Record Manager.
Key Responsibilities:
- Give technical advice on legislative compliance to officers, including senior managers, and Members on Data Protection, FOI and EIR issues to ensure organisational compliance with the relevant legislation.
- Log and investigate data breaches, information governance and data protection complaints and assist with Data Protection Impact Assessments and records management.
- Decide on the application of exemptions, including in complex matters, on behalf of the council and to advise officers, including senior managers, and Members, on how to respond to FOI and EIR requests, in line with the relevant legislation and current Information Commissioner guidance.
- Develop and implement innovative systems for recording, tracking and monitoring of information requests across the council.
- To provide senior management with performance reports regarding FOI, EIR and Data Protection issues.
- Develop and implement council wide policies for officers and Members to comply with FOI, EIR, SARs and assist with Police DPA requests and all associated legislation.
- Responsible for FOI, EIR and SARs and issue refusal notices on behalf of the council.
- Challenge officer decisions in relation to complex and contentious FOI, EIR and Data Protection issues to ensure organisational compliance with the legislation and to avoid action from the ICO
- Manage complaints on Data Protection issues in relation to responses not produced by the IG team.
- Respond to complaints from the ICO on Data Protection, FOI, EIR and SARs.

Qualifications:
- ISEB Certificate in Freedom of Information
- ISEB Certificate in Data Protection.
Knowledge:
- Expert knowledge of the Data Protection Act 2018 and the Freedom of Information Act 2000 and any subsequent related legislation.
- Expert knowledge of the Environmental Information Regulations 2004.
- In depth knowledge of the Data Protection Act 1998, GDPR and any subsequent related legislation.
- Sound understanding of the role and business of a public authority
Experience:
- Significant experience of advising and making decisions on Freedom of Information and Environmental Information Regulation requests and Data Protection issues.
- Significant experience of monitoring and interpreting data and providing statistics and meaningful performance reports.
- Experience of the use of technology to provide reports, spreadsheets and redact documents in order that processes can be streamlined and made efficient.
- Experience of preparing and delivering training to both senior and junior members of staff including members
