The post holder will play a key role in the work of the Housing Strategy & Development team by leading on the research and development of new strategies, policies and procedures. The post holder will be directly responsible for enabling the provision of affordable housing by the Council and other Registered Provider partners by identifying development opportunities and enabling the delivery to meet ever increasing housing needs
Key responsibilities:
- To take a primary role in the development and monitoring of strategies, policies, initiatives and action plans (including development strategies, planning policies, housing, and homeless strategies and the sustainable community strategy) which address housing and support needs, maximising housing opportunities across all tenures.
- To ensure that reviews/research are undertaken or commissioned to enable an accurate assessment of the housing needs within the district, which will then be reflected within the Housing Strategy and Local Plan policies.
- To lead and manage partnership relationships with leading organisations on negotiations, discussions, meetings and consultations both internally and with various external agencies, to ensure that the housing needs of the community are monitored and that housing resources are maximised.
- To lead on negotiations with planning, registered providers and private developers in respect of planning applications to meet affordable housing needs as identified within the Housing Strategy, Local Plan and Strategic Housing Market Assessment. To represent the Council on planning appeals to ensure policy is followed and maximizing the delivery of affordable housing.
- In conjunction with Legal Services, to negotiate affordable housing requirements in section 106 agreements and associated deeds of variation and ensure that these requirements are adhered to, and that 100% nominations are secured on all housing sites where affordable housing provision is triggered

- Professional Qualification of either Chartered Institute of Housing or Royal Institution of Chartered Surveyors or equivalent
- Up to date knowledge and understanding of local, regional and national housing, planning and regeneration policies.
- Comprehensive knowledge of the role and regulation of registered providers and developers in the housing sector and within the district
- A minimum of 3 years’ experience of strategy development and formation of policy and procedures.
- Experience of housing development environment (local authority or registered provider).
- Experience of working with registered providers in a policy and/or performance management role.
- Experience of achieving positive outcomes through successful partnership working over a sustained period of time.
- Experience of understanding and influencing senior stakeholders including Councillors
- Possess strong negotiation and influencing skills.
- Excellent IT skills
- Ability to undertake benchmarking and research and make recommendations for good practice
- Ability to work effectively without close supervision and to meet tight deadlines
