The post holder will play a key role in the work of the Housing Strategy & Development Team by working on the operational delivery of all new housing stock and assisting where appropriate, in the regeneration of existing stock that meets local priorities and makes effective use of all available resources
Key Responsibilities:
- Assist the Principal Housing Development Manager; Senior Development Officer and the rest of the team to identify and facilitate financially viable new build schemes, refurbishment and regeneration housing projects.
- Commission and evaluate feasibility studies and carry out financial viability assessments via SDS Proval LS systems for new housing land-led development schemes, s106 purchases of General Needs Housing, using initiative and creativity during the acquisition or project planning process in advance of commencing a procurement process. Identify and negotiate the purchase of privately owned land and/or properties to improve the potential for development of District wide owned land
- Undertake all operational duties in scoping, scheme design and the inclusion of zero-carbon construction elements understanding their individual importance and benefits; planning, implementing and managing housing development and improvement of projects through to practical completion of dwellings.
- Support the Principal Housing Development Manager and Senior Housing Development Officer, and their colleagues, in the programme management of a range of individual housing schemes concurrently, as they reach various stages of the development process at different times, throughout their construction cycle. Competent report writer and comfortable orator with senior management; Council Members and the wider public alike.
- Be responsible for ensuring that a lettings strategy is in place, prior to the completion and handover of additional affordable homes. Provide lettings and Asset colleagues with advanced notice of completions within a handover schedule, in order to allow an adequate period of time for the administration of offers and nominations, and local lettings plans where appropriate

Qualifications:
- Educated to degree level or equivalent qualification.
- A minimum qualification of 3 GCSEs grade C/4 or above (or equivalent) to include English and Maths
- Full driving licence and access to own vehicle.
Knowledge:
- Up to date knowledge and understanding of local, regional and national housing, planning and development policy and related issues.
- Comprehensive knowledge of the planning system, new build development process, building regulations and other relevant legislation.
- Excellent working knowledge of procurement relating to planning, tendering, evaluating, selecting and supervising the role of partner organisations and the contribution they can make to affordable housing development and regeneration schemes
- Up to date working knowledge of methods of public consultation
Experience:
- A minimum of 1-5 years’ experience working within the land acquisition/ construction industry and/or experience of the affordable housing development process.
- Experience of dealing with residential development and/or regeneration schemes
- Experience of achieving positive outcomes through successful partnership working over a sustained period of time.
- Experience of managing capital budgets effectively in a financially constrained environment.
Skills & Abilities:
- Excellent IT skills.
- Excellent time management and organisational skills to effectively manage a varied workload.
- Excellent written and verbal skills, including the ability to produce written documents and presentations to a high standard to a range of audiences.
- Ability to work effectively without close supervision and to meet tight deadlines.
- Ability to coordinate funding bids to help deliver the housing development programme.
