Highways Asset & Performance Manager reporting to the Head of Highways and responsible for 3 senior direct reports and 1 technical support officer. The post holder will lead on the delivery and development of all service strategies, policies, asset management and operational plans to include highways, structures, watercourses, and street lighting. This is a great opportunity to introduce new ways of working to Hillingdon and develop innovative asset management processes that are both robust and cost effective 

Key responsibilities: 

 

  • Deliver service strategies, policies, asset management and operational plans. 
  • Contribute to and comment on the plans and policies of other departments/agencies and comment on government consultations, so as to ensure local priorities and needs are adequately reflected. 
  • Ensure that all activities of the Highways Asset Team are managed effectively 
  • Ensure IT systems are in place to support the effective planning and delivery of the workload and production of programmes of work that improve communication and enable improved monitoring and reporting. 
  • Manage the efficient and effective handling of Member enquiries to ensure that the Council’s Members, residents and other stakeholders are provided with accurate and timely information. 
  • Manage and keep updated service responses to Petitions. 
  • Manage the effective delivery of the Symology service in line with contract specification, ensuring regular monitoring and reporting takes place alongside the development of a strong working relationship with the supplier. 
  • Work collaboratively with colleagues to manage contractor and suppliers performance issues relating to their services, managing the responses and process to maintain or improve customer and stakeholder service. 
  • Liaise with Government departments, public bodies and make grant applications to maximise funding. 
  • Ensure that all statutory and compliance obligations are formally documented and implemented through the Council’s risk management systems 

“Role Requirements” – to give yourself the maximum chance of success please try and ensure your CV addresses the following essential criteria: 

  • Degree in Civil Engineering, Quantity Surveying or other Construction, Engineering or Project Management equivalent (or equivalent experience) 
  • Knowledge of professional project and programme management practices and methodology 
  • Extensive knowledge of relevant Highways related industry codes of practice such as HMEP, well managed highway infrastructure guidance 
  • Significant experience as a senior manager, leading a team of technical professionals within the field of Highways or construction management 
  • Significant experience of taking strategic information and translating into project specific operational requirements with the effective communication to project teams and internal staff 
  • Highly numerate and IT literate, able to work effectively with the Microsoft Office suite of applications including Microsoft project, and standardised project reporting template documentation 
  • Able to communicate standards, priorities and deadlines to partners and staff
