This post has been created on a fixed term basis to lead the continuous development, improvement, efficiency and success of Brent Housing Management (BHM), which includes Income Collection and Recovery, Rent Accounting, Leaseholder and Home Ownership Services, Voids Management and Housing Tenancy Management.
Reporting to the Heads of Service for BHM, the post will lead and support on complex organisational transformation projects across the department, ensuring successful delivery of efficiencies.
Key Responsibilities:
- Manage multi-disciplinary project teams to deliver organisational and cultural change, business process re-engineering and provide the momentum to drive savings and better resident experience
- Facilitate service improvement, change management and culture change projects and transformation across BHM, council and its partners
- Work with the Heads of Service to develop and implement strategies and plans for employee engagement and culture change
- Lead the development and implementation of policies, initiatives and projects related to the improvement of services.
- Work collaboratively with corporate directors and departmental management teams supporting departments’ key programmes and projects as well as change agendas to deliver effective services.
- Work collegiately with colleagues on the Senior Management Team (SMT), and make a proactive contribution delivering departmental and corporate objectives.

- Lead cross-department projects and intiatives on behalf of the Corporate Director
- Establish and maintain systems and processes for the effective operation of the Department including coordination of the drafting and clearance of management and committee reports; developing and tracking delivery against annual service plans and ensuring performance is monitored and reported
- Ensure all complaints and enquiries are coordinated across the department and are responded to effectively and within timescales
- Work closely with Operational Directors and the Heads of Service to support effective working relationships with relevant portfolio holders.
- Maintain an overview of all key issues requiring the Heads of Service and Operational Directors attention in relation to BHM prioritising and flagging work that comes in and liaising with colleagues to resolve issues as they arise.

Qualifications:
- Have or be willing to work towards a Housing qualification.
Experience:
- Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.
- Delivering customer focused services and service improvements managing demands and pressures on the service and tight deadlines.
- Ensuring that the service is effectively resourced to deliver to the required standard.
- Planning for a minimum of one year anticipating priorities, changing landscape and predict the future service.
- Proven track record of achieving and managing cultural and organisational change and of leading improvement across housing services.
- Developing and delivering large scale projects and programmes.
- A record of innovative achievements in joint working with partners and stakeholders.
- Experience of contributing as part of a senior management team through effective business planning, budget management and performance appraisal.
- Substantial experience of partnership working, commanding confidence and building positive working relationships in support of key objectives.
- Experience of working with politicians or at board level.
- Evidence of relevant training commensurate with this level of post, or experience in a relevant business setting.
- Up to date knowledge and understanding of the housing & property sector in relation to legislation, regulations and governance.
