This opening assignment is for 6 months


It is hybrid, normally one day in the office with their team a week.


This role would be responsible for Adults, Children’s, Education and Public Health Finance.  Preference is experience in Childrens and Education over adults.

The education experience is from a Local Government perspective not a school’s perspective.  This role would be supporting the setting of the budgets for all the schools maintained by the Council. They will need Local Authority experience to be able to do the education element. It is 3 direct reports and then total team size is about 12/15. 

Key Responsibilities:

  • Formally manage and develop council employees, including subject matter experts
  • Supervise activities carried out by matrix-managed staff and/or people temporarily deployed for projects
  • Supervise the work carried out by people employed on a casual/sessional/volunteer/contracted basis including trainees
  • Involve team/s in creating a shared purpose to help them develop and achieve results.
  • Give clear direction and provide effective people and performance management by setting objectives, agreeing outcomes, monitoring, and measuring outputs and holding individuals and team(s) to account.
  • Explore and understand the views of the team and adapt style and behaviour as necessary to ensure positive outcomes. Show respect for the views of others by recognising their contribution and valuing diversity.
  • Utilise the range of HR tools to achieve effective people and performance management.
  • Manage performance by undertaking Quality Conversations, being honest and challenging constructively. Enable a culture of continuous improvement by encouraging and enabling the team to reflect and act on evaluation and feedback through coaching and mentoring.
  • Develop positive trusting relationships within and outside the team, treating people with fairness and respect.
  • Inspire team/s by creating opportunities to be creative and innovative, supporting team development and encouraging autonomy to enable team(s) to do their best work.

  • Membership of a CCAB or CIMA


  • Strong knowledge of local government finance and accounting practice.


  • Significant experience managing financial services at a senior level in a large public sector organisation, and a track record of successful achievement.
  • Significant experience of managing staff
  • Experience of influencing and negotiating with others who may have conflicting viewpoints and agendas; and evidence of successful outcomes.

Skills & Abilities:

  • Strong interpersonal and communication skills, both written and oral. Strong negotiation, relationship building and influencing skills.

  • Able to work in a political environment, personally advising the City Mayor/Executive and scrutiny committees
