The purpose of the role is to be the organisational lead ensuring RBKC implements best practice strategic asset management approaches. Play a key role to ensure Housing Management makes well informed investment and divestment decisions by being the lead for accurate asset data, the development and application of stock appraisal tools and processes, implementing the asset management strategy and developing and implementing asset quality standards.
Key Responsibilities:
- Assist in the implementation of the Keystone upgrade.
- Lead on the 30 year business planning and budgeting process and agree priorities within the departmental Business Plan.
- Manage the stock condition process to ensure Housing Management has robust information on its property assets to make effective investment decisions, predict building element failure and estimate costs in advance. This will include a cycle of stock condition surveys, ensuring component replacements are recorded in the Asset Management database.
- Prepare and maintain a 30 year cost model for stock investment including rolling 5 year programmes of investment.
- Lead and develop the strategic priorities and plans ensuring excellent customer focus and clarity for all on direction and colleague contribution.
- Lead on the management and development of the Asset Management property database/s and information links to other systems. This includes stock condition data and programme modelling, planned maintenance module, compliance data, and energy data. Lead on initiatives to enable smarter use of data to inform decision making, including data analytics using a variety of data sources.
- Lead the implementation of BIM pilot projects for the Property Services team working closely with project delivery colleagues.
- Lead and coordinate the standardisation, risk management, business resilience and business improvement across the Asset Management portfolio
- Manage suppliers and consultants as per business plan and relevant to the role.
- Be the lead for design and technical standards – develop and implement with stakeholders, document and maintain minimum technical standards for the creation, management, modification and improvement and maintenance of built assets and building services.
- Ensure Housing Management develops and implements an active asset management approach including the implementation of a stock appraisal system to identify suitable properties for investment, remodelling or alternative use. Develop agile approach to appraising stock for rationalisation for the worst performing stock (i.e., lowest or negative NPV) including increased use of digital technology incl. GIS mapping.
- Lead on the implementation of digital projects for the property services team as and when required and as appropriate to the role.

Qualifications:
Educated to degree level or equivalent experience and or professional qualification in relation to building management, surveying or similar.
Skills & Experience:
- Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.
- Experience of project management.
- Experience of running a department.
- Experience of leading asset management modelling.
- ICT Skills: Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
