The purpose of the role is to support the Corporate Client Management function in the development, efficient management, maintenance and enhancement of governance arrangements between the Council and its wholly owned trading company GS Plus Limited, and lead on the capital replacement program whilst delivering value for money.

Key Responsibility:

  • Under the direction of the Head of Fleet & Waste Strategy, to research and provide input into the development and production of the Council’s Fleet Management policies and strategies, with particular emphasis on the role that the Fleet operation play in the support and delivery of the services provided by Street Services.
  • Manipulate large fleet management datasets and provide analysis in the form of reports and briefing notes that monitor and evaluate the effectiveness of existing policies and provide recommendations for change. To manage the implementation of agreed changes.
  • Undertake research into the implications of legislative change affecting current and future Transport requirements and provide the Head of Fleet & Waste Strategy with options from which to develop the Council’s on-going approach, including identifying any budgetary issues.
  • Hold a Transport Manager Certificate of Professional Competence and be a named Transport Manager on the Council’s Operator’s Licence.
  • Effectively and continuously exercise control over the transport activities of the Council, its vehicles and its drivers.
  • Make arrangements to ensure that all drivers and managers comply with all the Laws relating to the driving and operating of vehicles, giving particular regard to vehicles listed under the Council’s Operators Licence.
  • Make arrangements to ensure that all vehicles, trailers and associated equipment are kept in a fit and serviceable condition, defects are reported and safety inspections, routine maintenance and repairs are undertaken and records kept. To undertake occasional driver, vehicle, depot or document compliance inspections as required.
  • Be responsible for simultaneously managing large volumes of procurements to purchase vehicles and ancillary equipment, including the preparation of technical specifications with service managers.
  • Develop, document, implement and monitor fleet management procedures to industry best practice standards and in accordance with corporate standards/requirements.
  • Assist in monitoring the monthly invoices for the Councils Fleet as supplied by GS Plus (or any other Fleet Maintenance provider appointed by the Council). Ensure that these comply with the agreed schedule of maintenance charges and that any additional costs are in accordance with the work carried out and arrangements set out in the approved SLA.

Qualification.

  1. Transport Manager Certificate of Professional Competence.

 

Skills & Experience:

  1. Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.
  2. Experience of policy, project management, procurement and service improvement work within an organisation providing fleet management services.
  3. Excellent written and oral communication skills and the ability to communicate effectively with colleagues, elected Members, and other stakeholders; to prepare presentations letters and reports to a high standard
  4. Strong problem solving and negotiation skills, and a proven ability to devise and implement changes to policy and procedures and to improve services.
  5. Excellent organisational skills and the ability to work collaboratively with colleagues.
  6. Proven ability or demonstrable experience of developing and improving services through soliciting customer feedback and/or using performance data to track progress.
  7. Excellent knowledge and understanding of fleet management legislation, policy and best practice and an ability to advise managers and staff delivering frontline services.
  8. Knowledge of the range of vehicles used to undertake the full range of services within a Local Authority environment and the specific issues that arise with municipal vehicles.
  9. Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
