Deliver the business support to the Financial Assessments Team. To actively lead in change within the department to maximise resources. Responsible for ensuring accuracy of information and payments that impact on budgets or financial controls. Lead the development and improvement of business transactions/systems to ensure the team can deliver effective and efficient functions.
Key Responsibilities:
- Leading and designing the digitisation of systems within the team alongside IT partners.
- Monitoring and evaluating activities against targets/timescales providing a wide range of financial and performance data and reports for business monitoring purposes.
- Lead on performance reviews and improvement measures on an ongoing basis, helping to ensure that a customer focus is embedded within the function and innovative and creative solutions are evaluated to securing the highest quality and value for money function and audit requirements are met.
- Plan and develop project ideas. This includes setting and managing service expectations, developing a detailed project plan, defining the scope of the project, understanding project risks, and assigning team members to specific tasks.
- Supervise the team administrator to ensure projects are delivered on time.
- Build a wide range of strategic partnerships with relevant organisations/partners and cultivate these relationships to help deliver the service’s priorities and targets.
- Act as the lead relating to all deferred payment matters. This will include responding to general and complex queries, preparing all paperwork including the contract between the council, the service user or representative and care provider where necessary. Meeting with applicants either virtually or in person when required. Working with the debt recovery team to ensure the legal charge is registered and everything is in place e.g., property insurance.
- Contribute to improving the financial assessment process, providing ideas to improve the service or change systems and processes to take account of new legislation, local policy, and any audit recommendations.
- Lead on periodic policy and procedures reviews and refresh.
- Develop a customer management approach ensuring greater coordination and stronger customer focus, based on systems for customer feedback and involvement.

Qualifications:
- Educated to a higher level (degree level qualification or equivalent) or relevant demonstrable experience within Adult Social Care and specifically Financial Assessment or similar
- Relevant training in delivery of Financial Assessment Services or similar
Knowledge:
- Excellent knowledge and understanding of national legislation, policy and guidance relating to Adult Social Care, in particular Financial Assessments
- Knowledge of the adult social care and community provider sectors required
- Understanding of Welfare Benefits
Experience:
- Considerable experience of successfully delivering customer facing functions within public sector partnership settings and delivering tangible improvements to service outcomes.
- Extensive experience of developing and delivering successful and complex projects or services in partnership with other agencies.
- Experience of working within a politically driven organisation producing reports for elected member decision making
Skills & Abilities:
- Excellent interpersonal skills with the ability to establish positive working relationships with staff at all levels, corporate colleagues, customers, and external organisations to generate confidence, trust, and respect
