Working as part of the finance team the role plays a key role in the discharge of the Directors Section 151 responsibilities including ensuring statutory and regulatory reporting and compliance by monitoring the performance of budget holders in carrying out their financial management duties and compiling monthly performance reports.

This role is responsible for providing productive challenge, assurance and recommendations to senior leaders in Bury Metropolitan Council, in particular, Executive and Assistant Directors, ensuring the completeness and quality of financial management in own directorate and lead on cross organisational strategic activity.

Provision of business modelling, analysis of financial risk and dynamic financial management information in support of Service Directors and underpin strong financial performance. Key focus will be providing strategic and financial decision support to budget holders in managing their income and expenditure, medium term financial plans and financial governance across directorates. In addition, the role will ensure that all change initiatives are provided with financial modelling support, while also representing the financial impact to the wider organisation.

The role will play a wider part in the leadership within Finance, supporting the Section 151 , ensuring good financial management and contributing to the successful delivery of services to customers, residents and businesses.

Key Responsibilities

  • The be a key member of the leadership team, with the executive director and the assistant directors for a distinct area of the business and represent Finance and Financial Issues. Building effective relationships with Directors and their teams, engaging with stakeholders and colleagues at all levels to generate commitment to goals.
  • Champion the role Finance Business Partnering can made to the council, integrating business plans with financial planning and practice to ensure resources are used to maximum effect
  • Be visible to staff and stakeholders and regularly undertake activities to engage and build trust with people involved in service, developing the financial acumen of budget holders.
  • Take ownership of building effective working relationships with other business partners to ensure the Council’s financial plans are aligned across the team
  • Provide expert strategic and financial decision support to a Leadership Team and Elected Members to underpin strong financial performance
  • Through collaboration, engagement, and challenge with Directors, contribute to the organisations Medium Term Financial Forecast ensuring a balanced budget and focuses on service prioritisation and sustainability
  • Responsible for the preparation and analysis business cases for new activities, investment decisions and decommissioning activities - ensuring that appropriate financial targets are set and that systems are in place to collect sufficient, accurate data on performance
  • Undertake benchmarking analysis using available national resources, networks,
  • best practice initiatives and vfm reviews, drive and collaborate with the business in meeting challenging budget reduction programmes
  • Deliver capacity building initiatives to the Council to ensure an ongoing high level of financial management acumen.
  • Effectively manages a team, ensuring development of staff and achieving results through others.

  • Excellent communication skills - you will be able to communicate effectively up to senior levels right across the business using all mediums.
  • Ability to constructively challenge finance staff on financial and performance matters.
  • Ability to formulate, prioritise, manage, and deliver deadlines under pressure and to rapidly changing deadlines.
  • Self-motivated, with a pro-active approach. Capable of working on own initiative.
  • A team player demonstrating maximum flexibility, disciplined and deadline conscious.
