Working as part of the finance team the role plays a key role in the discharge of the Directors Section 151 responsibilities including ensuring statutory and regulatory reporting and compliance by monitoring the performance of budget holders in carrying out their financial management duties and compiling monthly performance reports.

The financial analyst’s role is to support senior finance staff in providing strategic financial and technical advice and support to the organisation. This may include the provision of business modelling; analysis of financial risk and financial management information in support of strong financial performance, completion of statutory accounts and budget processes, reconciliations, supporting regulatory reporting requirements, and supporting the Council’s treasury and cash management activities. The post supports the provision of insightful analysis, options appraisals, support to tenders, statutory accounting, support to the HRA and corporate planning activity across the whole organisation. The role is to perform financial analysis and provide technical support and to communicate a clear position to relevant officers and Budget Holders.

The role supports the Headteacher of each assigned school in dealing with complex leadership, financial management and organizational challenges in order to help schools and their Governing Body achieve their goals and aspirations for pupils and staff.

Key Responsibilities

  • Providing support and education to the Finance Business Partnering and Corporate Planning functions across the whole of the organisation including maintained schools and the Housing Revenue Account.
  • Building effective working relationships to ensure the Council’s financial plans are aligned across the team and best practice is shared.
  • Preparation of financial and performance reporting analysis to identify key insights and value chains in front line services.
  • Support for the planning, forecasting and sustainability of services, monitoring and incorporating changes in activity linked to demographic changes.
  • Supporting budget holders in closedown requirements and support the preparation of the statutory accounts.
  • Providing technical advice and support in relation to VAT Taxation & Pensions, Treasury Management, Statutory Accounts, Collection Fund Accounts, Insurance & Procurement
  • Supporting core finance functions including budget and medium-term financial planning, managing the capital programme, bank and cash book processes and reconciliations, and regulatory reporting.
  • Ensure all delegations and approvals are in accordance with Finance Regulations
  • Where appropriate support schools undergoing academisation, preparing the statutory requirements including annual accounts and returns once converted.
  • Provide professional advice and guidance to the Chair of Governors and SLT to aid successful achievement of the School Financial Value Standard.

  • Excellent communication skills - you will be able to communicate effectively up to senior levels right across the business using all mediums.
  • Ability to constructively challenge finance staff on financial and performance matters.
  • Ability to manage tasks under pressure and to rapidly changing deadlines.
  • An advanced Excel user and with a high degree of systems literacy
  • Highly analytical & numerate and ability to communicate complex information to non-experts.
