The purpose of the role is to provide management cover in the absence of other Facilities Managers including but not limited to Soft Services and Head of Facilities Management. Ensure services are managed to provide a suitable service whilst providing best value.
Key Responsibilities:
- Management of the FM Hard Services team and associated contracts ensuring the delivery of planned, reactive building maintenance and associated small work and capital projects up to the value of £50,000 across the council’s property portfolio.
- Management of the FM Helpdesk ensuring services are provided in-line with the Council’s requirements.
- Management of FM building asset and life cycle ensuring that accurate updated records are maintained. Provide advice on end of life items to the Head of FM and Corporate Estates Team.
- Be the responsible person for FM Hard Services, Health and Safety and compliance excluding items that are managed by the Councils CH&S section
- Provide professional and technical advice on all FM and building services matters, ensuring that all works, appointments of contractors, consultants, are in line with the Council’s procurement guidelines and financial regulations, whilst complying with statutory requirements.
- Manage internal staff, providing active motivation, direction, performance management, coaching and personal support to enable them to work effectively, and to support their personal development.
- Responsibility for leading and managing all FM hard service matters related to their services, specifications, design, adverts, tenders, selection, mobilisation, and demobilisation of contracts.
- Responsibility to ensure compliance of buildings, services, systems and asset within the scope of FM hard services.
- Take responsibility for the management, and negotiations on the FM contracts ensuring at all times to drive innovation, improved service outcomes and better value for money for the Council
- Responsibility to ensure that FM services, projects and practices are delivered and align themselves with the Councils sustainable requirements for CO2 reduction, energy consumption minimised, and energy production maximised.
- Manage the FM Hard Services annual budget in excess of £1m.
- Promote service innovation and improvements, liaising with other departments to share good practice and benchmark performance to ensure the continuous improvement of service targets and outcomes.

Qualifications:
- Hold a facilities management, building engineering or property related professional qualification to ONC or above and/or substantial relevant experience.
- Professional membership to either CIBSE, IWFM, RICS or similar.
- Hold an IOSH or NEBOS qualification.
Experience:
- Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.
- Clear evidence of management of Hard services Facilities Management and contracts.
- Operational management experience within a similarly complex and challenging environment.
- Demonstrable evidence of leading teams to deliver to specified outcomes in high pressure and ‘exposed’ environments, including evidence where you have contributed towards their personal and collective development.
- Experience of successful budgetary management and control, at departmental level and contributing to overall corporate effectiveness.
- Evidence of having delivered effective performance measures and a performance culture that achieves objectives and drives upper performance standards.
- Experience of developing and managing strategic partnerships that are focused on outcomes rather than process and that have made a demonstrable difference to the quality of programme delivery.
- Experience in managing hard services building compliance and H&S.
Knowledge:
- Understanding of the political interface in a local authority and the role and needs of elected members.
- Understanding of the issues facing the management of a public sector organisation.
- Excellent understanding of financial management and control.
- Excellent knowledge of procurement practice.
- Excellent knowledge of Health & Safety legislation.
- Excellent knowledge of building services/maintenance statutory, mandatory compliance.
Skills & Abilities:

- Excellent knowledge of building maintenance including but not limited to Mechanical and electrical systems, building life safety systems, building fabric and building services compliance
- A confident, commercially focused thinker, able to create innovative solutions and engage with and influence others
- High levels of political sensitivity and integrity, recognising both formal and informal political scenarios within an organisation
- ICT Skills: Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
