To support the Fire Support Services (FSS) Senior Management in delivering the priorities and functions of the department. To be the regional project lead for North East Fire and Rescue Authorities (NEFRA) responsible for managing the PFI contract for the 5 new regional fire stations and Headquarters. To manage effectively the regional PFI contract including financial aspects and relationship management/dispute resolution
Key responsibilities:
- Develop and deliver the NFRS Estates Strategy.
- To liaise with the Home Office, the Treasury, County Council and external agencies in the management of properties and facilities.
- To lead on the regional PFI project and chair for the North East Fire & Rescue Authority.
- To manage the regional PFI contract including financial arrangements and quality assurance of payment mechanisms
- Responsible for processing and verifying the authority grant payments from DCLG and progress payments to other regional authorities.
- Responsible for carrying out market testing and benchmarking for all aspects of the PFI Facilities Management contract.
- To manage the PFI Contract for properties occupied by Northumberland, Tyne & Wear, and Durham & Darlington Fire & Rescue.
- To lead on issues relating to Estates (including PFI sites) for maintenance management.
- To lead on any Low/Medium/High value alterations required for all regional authorities.
- Responsible for project management of building refurbishments, alterations, extensions and new builds

- Health and Safety qualification e.g. IOSH or NEBOSH
- Knowledge of prevailing legislation, regulation and best practice relating to facilities and property management.
- Working knowledge of relevant local authority procedures.
- Working knowledge of Private Finance Initiative contractual arrangements and practices
- Knowledge of EU Public Contract Regulations and e-procurement and e-tendering
- Experience of preparing, implementing and monitoring of Service Level Agreements / Contracts.
- Experience of budget management and payment mechanisms
- reports and engage with employees, managers and partners at all levels.
- Well developed analytical and problem solving skills
- Proven ability to produce reports and initiate action
