The Engagement and Participation Manager will be key to realising the council’s mission to be better at listening to communities and that our communities feel they are heard. The Manager will explore new and innovative ways to engage, mobilise and work alongside our communities as well as providing a corporate framework to ensure a strategic approach to the team’s work
Key responsibilities:
- Provide leadership to the council’s new engagement and participation team developing it as a leader in best practice and seen as an exemplar in the sector.
- To shape the development of the Engagement and Participation team and manage related projects and workstreams.
- Work closely with colleagues delivering engagement functions across directorates.
- Work with relevant colleagues to develop innovative resident engagement initiatives, ensuring residents’ views are reflected in policy-making
- To oversee the development of innovative participatory approaches including but not limited to citizens panels and community networks that will help drive participation at a hyper local level
- To work alongside partners and stakeholders particularly in the voluntary community sector to encourage participation engagement
- To manage robust and long-lasting community engagements shaped by community research and in-depth knowledge of the borough
- To provide expert advice to services around consultation, engagement and participation ensuring that the Council properly consults and includes residents in decision making
- To use data to provide insight into policy development and develop metrics to evaluate performance
- To manage ‘consultation and engagement fatigue’ through having a tighter grip and strategic view on council wide engagement

- Knowledge of current thinking and approaches to participation, engagement and community mobilisation
- Experience of managing high profile community participation and engagement activity
- Experience of using innovative participatory approaches and methods to deliver high quality engagement in key projects and programmes
- Experience of working directly with senior managers/ elected Member and stakeholders in a politically-led environment
- Experience of working with multiple stakeholders including the VCS, partners and residents
- Experience of mobilising communities in pursuit of common goals
- Experience of managing staff and budgets
- Demonstrable experience of research and analysis and drafting reports
- Excellent analytical skills with good lateral thinking to develop creative and innovative policy informed by robust engagement
- Excellent written and verbal communication skills, able to draft correspondence, reports and other documentation in a clear and sensitive manner
- Good project management skills and a thorough approach to solving problems
- Ability to manage difficult conversations in a diplomatic manner, ensuring all parties are working towards shared goals
- Ability to ensure all stakeholders (internal and external) play their part and contribute to a common agenda
- Ability to run workshops, focus groups and research with stakeholders
- Ability to design inclusive engagement which involves those who don’t usually engage with the council and ensure all voices are heard
