Full Job Title: Interim Development Officer – Culture Service

Pay Rate: £32.74 per hour PAYE
Manage and deliver a range of projects as part of the Council’s Culture Plan, coordinating accessible creative and cultural programming for the benefit of the borough’s residents, and maximising existing and new cultural provision through partnership working and effective promotion.
Coordinate and deliver marketing and communications across a variety of platforms, collecting, collating and sharing information, generating PR for activity delivering the Culture Plan and promoting the local arts and culture community.
Coordinate and deliver support to the local arts and culture community through networking, information exchange, funding, resource and development opportunities.
Act as an advocate for the positive role of arts and culture, sharing best practice advice and guidance to support its embedding within service delivery across the Council.
Specifics:
- Project Manage a range of Culture Plan projects, from development and planning, to promotion, delivery and evaluation, building partnerships and tracking outputs, to ensure they support excellence in ambition, creativity, and delivery, and encourage cultural engagement and wellbeing for all residents.
- Deliver effective communications across media on activities and initiatives as part of the Culture Plan, sharing information, professional development and funding opportunities.
- Manage the Service’s grant schemes, from the assessment and monitoring of applications, supporting the resident advisory panel with award recommendations, and the promotion and evaluation of awarded projects.
- Contribute to funding strategies through the preparation of funding bids and sponsorship packages, assist with monthly monitoring of the budget, and maximise internal and external funding support for the development and delivery of the Culture Plan.
- Collate and prepare information for reports to elected members and senior managers on all matters relating to arts development, including strategic guidance, statistics, service performance and budgetary monitoring purposes.
- Carry out the role in compliance with the Council’s Constitution, policies and procedures and in line with relevant legal, regulatory, policy and procedural standards.
- Manage contracts, maintain, develop and review systems, processes and procedures to secure a cost-effective service and continuous improvements.
- Collaborate and support Arts, Filming and Events Team colleagues with their workstreams, working in a proactive, innovative and effective way.
- Undertake any other relevant duties allocated by the Arts, Filming & Events Manager and be flexible with evening and weekend work, when required and upon agreement.

- Educated to degree level, preferably in an arts related subject
- Knowledge & Experience:
- Significant experience working in an arts development context
- Experience of developing and managing participative arts projects and curated programmes
- A demonstrable understanding of the process of commissioning artists and arts organisations, and best practice in community engagement
- Awareness of the professional development needs of the arts and culture sector in London
- Ability to undertake fundraising, and to effectively manage project budgets
- Experience of developing and working effectively in partnership, especially in building links between private, public and voluntary sectors
- Skills & Abilities:
- Excellent written and verbal communication skills, able to communicate effectively to a wide range of people, such as council officers, and other statutory and voluntary organisations
- Good presentation skills
- Able to work on own initiative, and as part of a team
- Ability to work effectively under pressure
- Excellent time management skills.
- ICT Skills: Knowledge of working with IT and digital programs including word, excel, email, computerised databases, and social media
