What's involved with this role:

 

Temporary Development Control Engineer–Engineering & Surveying

Reference no: Manchester 0007 2728 / 1

Pay rate: £17.80 per hour PAYE

This opening assignment is for 5-6 months

1 or 2 days working from the Town Hall Extension - Manchester City Centre and 3 days from home.

Possibility of reduced week with a minimum requirement of 4 days per week.

The postholder will drive the delivery of a range of highway projects taking responsibility to ensure compliance with statutory and regulatory legislation and lead in the provision of a highways consultancy service that is cost effective and essential to service users.

Key responsibilities:

  • Day to day support to the Development Control Team (Assessing Planning Applications & working closely with Developers and Applicants)
  • Stakeholder management, influence and negotiation with both private and public clients and external stakeholders, including developers, managing relationships, providing advice and feedback
  • Quality assurance – undertaking technical reviews of design information and reports
  • Assess highway applications associated with highway Development Control processes under the relevant legislation along with previous experience of checking developers design submissions,
  • Assess planning applications, providing highway related comments on how a new development may impact the existing highway network e.g., visibility, parking, traffic flows, flood management, required Traffic Regulation Orders, servicing of a development, general access and the safety of motorists and pedestrians.
  • Maintain close working relationship with Planning

Experience & Knowledge / Technical skills

  • Chartered or Incorporated Engineer or, possession of an MSc in a relevant engineering discipline with demonstrable and appropriate post qualification experience or, full Membership of a relevant Institution with demonstrable and appropriate post qualification experience.
  • Experience of understanding and assessing planning applications and focusing on the Highways related investigations.
  • Significant experience of working within a highway or construction environment - it would be advantageous to have a background in Development Control within a Local Authority
  • Must hold a minimum of a ONC / OND in Engineering and have significant experience in Highways / Construction.

 

Skills & Abilities

  • Ability to lead and motivate others to high performance, especially in periods of change
  • Strong decision making skills with the ability to analyse risks and resolve complex issues in a pressurised environment.
  • Ability to identify, assess and manage risks to the success of the project.
  • Ability to plan, forecast and monitor expenditure against budget, investigates variances and takes timely action to address significant deviations.
  • Ability to identify patterns and trends that may impact on decisions and propose realistic conclusions identifying the risks and any assumptions made.
  • Able to effectively transfer key and complex information to all levels of staff, adapting the style of communication as necessary and ensuring that this information is understood.
  • Ability to communicate effectively both orally & in writing
  • Good organisational skills
  • Skills to use ICT systems to obtain and analyse data and present it effectively through a variety of ICT channels.
