1x PT position

As a Data Management CAD & GIS Systems Technician you will be responsible for the production, development and management of plans, reports and data which are required for the successful delivery of the County Council's Corporate Asset Management Plan. You will be jointly responsible with other members of the team for the core property data in Property Asset Management System (PAMS) and the relevant systems for the production of 2D AutoCAD floor plans and GIS Mapping for the County Councils Property Assets

The secondary post requirement which could be in addition to above that is supporting an office strategy and would focus on layout design, measuring and drawing in CAD, would need to have usual office software skills and use of VISIO or similar would be desirable. Measuring and drawing in CAD. Liaising with colleagues and clients about layout and amending and adjusting plans. Must be familiar with and take account of info provided on interaction with infrastructure including IT.

Key Responsibilities:

  • Completing on-site measured surveys of properties across the County in order to prepare 2D AutoCAD floor plans.
  • Working with Computer Aided Design (CAD) and Geographical Information Systems (GIS) mapping systems.
  • Use of (PAMS) and other related systems to ensure accurate recording of all property data with attention to detail, whilst assisting in identifying issues and contributing to their resolution and reconciliation of data between systems.
  • Responding to land ownership enquiries, whilst understanding and providing legal ownership data from title deeds and Land Registry documents.
  • Supporting and implementing changes to the systems; updating policy and process; ensuring integrity of information; co-ordinating testing and developing guidance

Other “Essential Requirements” – Please check to ensure that your CV addresses the following items:


  • AutoCAD City & Guilds minimum Level 2 (2D Computer Aided Design) / Qualification in Architectural Technology and Practice.
  • BTEC Higher / NVQ Level 3 (or equivalent qualification) in relevant subject e.g. (Civil Engineering Geography, Planning, Surveying, Information Management)
  • A current valid UK driving licence or the ability to travel between sites.


  • Knowledge of building and construction or Geographical Information Systems.
  • Of key local government issues
  • An awareness of building management systems, ventilation fire and other regulatory requirements


  • Experience of using multiple IT applications including Microsoft Office
  • Demonstrable experience of 2D AutoCAD/GIS.
  • Experience of using AutoCAD Or using Geographical Information Systems (QGIS, MapInfo, ArcGIS etc.)
  • Of developing and managing the production of information to support strategic and operational business management

Skills & Abilities:

  • Good communication and numeracy skills. 
  • Good planning and organisational skills and the ability to prioritise and meet deadlines
  • Ability to analyse and interpret data with a focus of accuracy and quality
  • Ability to be proactive, with a flexible approach to working whilst meeting deadlines.
