Responsible for the effective and efficient management and development of customer focussed MoPI , Records Management and Data Quality (Data Protection Principles 3, 4 and 5 or equivalent) functions. Ensuring that force information and personal data is accessible, adequate, relevant and not excessive, accurate and not kept longer than is necessary. To improve the management of data as a core asset. Responsible for ensuring the development and implementation of policies and strategies which, in line with legislation and national standards, and for the development of service provision and standards to support corporate and departmental business plans
Key responsibilities:
- Lead by example and behave in line with the Police Code of Ethics ensuring that the force values and behavioural expectations are clearly understood and considered by managers, officers and staff in their decision making and actions; reinforcing and influencing them through all interactions and processes
- Proactively manage the performance, attendance and wellbeing of police officers and police staff against the required standards to ensure they are dealt with and supported in accordance with the correct policies and procedures.
- Support the Head of Data and Information, deputising where necessary, in the development and driving of the overall WYP Data and Information Strategy, and particularly in respect of Data and Information Standards; keep up to date with, and interpret, changes to relevant national guidance and best practice, assessing the risks, benefits and opportunities.
- As subject matter expert, produce and promote MoPI, Records Management and Data Quality policies, procedures and guidance, ensuring effective and efficient use of resources and facilities, in line with the lawful processing and data subject rights principles of Data Protection legislation (or equivalent), statutory codes of practice (MOPI, FOIA Sec 46), Human Rights Act 1998, and APP Management of Police Information and Data Protection (Audit)
- Represent the force as necessary at local and regional level.
- Form a centre of excellence offering expert advice and guidance in relation to the records management, MoPI and Data Quality, Data Protection Impact Assessments, Privacy by design and Procurements.
- To lead on the development, coordination and delivery of a force wide Data Standards Programme, supporting operational delivery and business needs. Linking in with key force departments and stakeholders in line with the National Policing Data Strategy.
- To assist the Head of Data and Information in the preparation of correspondence for the Information Commissioner’s Office in relation to data subject rights and data breaches relating to data quality, accuracy and retention.
- Manage a customer focussed MoPI, Records Management and Data Quality service with standard operating procedures in line with relevant legislation, guidance and best practice and statutory timescales. Ensuring compliance with national and local performance targets employing effective performance management.
- Develop efficient and effective corrective solutions (manual and technical) and oversee their implementation and delivery, risk assessing data quality solutions.
- Be responsible for the management, review and maintenance of the Force Retention Schedule, advising asset owners on the setting of retention policy to meet operational, organisational, legal, regulatory and compliance needs

Qualifications:
- Degree or equivalent qualification in a relevant data and information standards or data quality subject, specialist qualification in this area or proven recent relevant experience in an organisation of similar nature and size
- A relevant management qualification, and/or relevant recent experience in managing, leading and motivating staff
Knowledge:
- Knowledge and experience of records management, Management of Police Information and/or data standards / quality.
- Has knowledge and experience of managing successful project (desirable)
Experience:
- Extensive experience of writing detailed reports, including for a senior management level.
- Extensive experience of the development and implementation of policies and procedures organisation wide
Skills & Abilities:
- Excellent proven communication and stakeholder management skills up to and including at a senior level. (desirable)
