Interim Corporate Property Officer

Pay rate £278.11 per day PAYE
Management of the Council’s corporate and HRA commercial property including all forms of leases, e.g. market and peppercorn (including schools, community centres, retail, industrial and office premises). Valuations for all purposes including the annual Asset Valuation of all Council property and interests and periodic valuations to maintain and support the Council’s Asset Review Model. Acquisition or disposal or lease / licence of Council property either managed in-house or via external agents
Key responsibilities:
- To support the Property and Asset Review teams with the management of property in accordance with best practice and legislation.
- To be responsible for the evaluation and management of tenant adherence to compliance and statutory obligations across the Council’s corporate and HRA commercial portfolio
Ensure that in executing contracts and agreements all specifications are met and that levels of performance, quality, targets and budgetary constraints are met - Agree objectives for individual property cases or projects and follow processes and best practice to achieve these objectives
- Monitor progress on cases and projects, take corrective action as necessary and be responsible for achieving successful implementation of actions
- Liaise with all other service teams and internal clients and ensure that any instructions or property cases have clear definitions and objectives from inception to completion. Be responsible for meeting client objectives and deliver services effectively, maintaining control over performance criteria, cost, timing and quality.
- Represent the council in negotiations with private and public sector organisations, voluntary and charitable sector and other external organisations and their respective professional advisers to secure the best financial and other outcomes for the council.
- Instruct the council’s legal services team or appointed external lawyers regarding new leases, disposals, disputes or other landlord and tenant matters requiring legal input or advice; ensure that clients and service directorates are aware of and understand legal processes and legal advice when provided.
- Follow policy and guidance on granting concessionary rents where appropriate and prepare information relating to community benefit assessment, social, economic and environmental benefits when appropriate to a concessionary rent
- Follow best practice, legislation and any internal policy or guidance relating to delivery of best consideration when disposing or letting assets
