Provide efficient, effective, economic and compliant contracting and procurement services delivering a comprehensive raft of contractual arrangements meeting the current and future needs of the council’s non-housing estate. This is a vital role that provides CFM with in depth knowledge of NEC3 contracting, commercial tendering advice and ensures support contracts provide efficient, effective services and value for money support to the main building and the council’s non-residential properties.

Manage CFM’s contracting and procurement activities including client-facing services, client/customer relationships taking a proactive approach to driving cost efficiencies, establishing and maintaining good relationships and working processes with suppliers, contractors and customers.

Provide strategic direction and co-ordination to the contracts and procurement function within the CFM to ensure optimum service delivery, continuous improvement, accurate performance monitoring and the continuing match with all relevant corporate strategic plans, long, medium and short term.

Principal accountabilities include:

  • On behalf of the Corporate FM Contracts Manager lead and manage the delivery of all FM contracts and procurement activity developing robust relationships with external contractors and internal stakeholders for the whole of the council.
  • Responsible for the management of the CFM contract procurement, ensuring compliance to Contract Standing Orders (CSO), legislation and best practice and ensuring cost effective processes and systems are in place to achieve best value in all contracted services.
  • Manage and develop systems and processes that support the Councils key objectives and manage all suppliers in a professional manner, driving efficiencies and ensuring value for money, accuracy of invoicing and regular monthly reporting that ensure KPIs are monitored and reported.
  • Responsible for drafting initial gateway reports for all CFM contracts and preparing Departmental Contract Review Board (DCRB) and Corporate Contract Review Board (CCRB) reports as necessary
  • Develop and maintain contract monitoring techniques that ensure all support contractors meet their contractual obligations, health and safety and any statutory compliance requirements. Integrate the processes into the monthly monitoring regime and reporting on; off contract spend and performance.
  • Prepare, monitor and control the contract and procurement spend profile for CFM by liaising with the Strategy and Performance team and Finance Manager, and making an active contribution to the development of the divisions long, medium and short term business objectives.
  • Take responsibility for designing process and methods that continually review the Council’s contracting requirements and spend profile, and translate this data into effective contracting and procurement management strategies.
  • Develop and maintain systems to effectively monitor and control contractor’s health and safety performance and other statutory compliance requirements.
  • Responsible for the developing, delivering contract performance targets in conjunction with the contract monitoring team. Define and implement improvements to business processes where necessary
  • Identify and manage commercial and technical risks in line with corporate policy, ensuring that all risks associated with procured services are appropriately passed on to suppliers.

  1. Qualifications:
    1. BIFM qualification or evidence of ongoing professional development in contract management.
    2. Membership of CIPS or equivalent
  2. Knowledge of Councils Contract Standing orders - desirable
  3. Knowledge of EU Procurement Rules and thresholds - desirable
  4. Experience:
    1. Previous experience of developing customer/client relationships in a large multi-site blue chip or
    2. Previous experience of framework contracts, or other Government Procurement Solution contracts in a multi-site blue chip or government organisation
    3. Experience of managing circa £8m multi supplier contracts
    4. Ability to identify and apply best practices within the specialist area of contracting and procurement
    5. Previous budgetary control of capital and revenue spend in excess of £5million
  5. Specific Skills required for this Role:
    1. Ability to work on own initiative
    2. Excellent interpersonal skills
    3. Ability to self-motivate
    4. Ability to work as part of, and/or lead, a team
  6. ICT Skills: Proficient in Word and Excel
