The role includes assisting Neighbourhood Service managers with their staff's health and safety duties, training and management concerns.
Key responsibilities:
- Ensure that appropriate health and safety standards, systems and procedures are adopted and maintained by Neighbourhood and Caretaker Services, consistent with agreed and documented council policies and procedures.
- Provide technical advice, safety training, safe systems of work, method statements and toolbox talks in relation to a range of health and safety subjects including but not limited to; risk assessments, COSHH assessments, lone working, manual handling, fire risk assessment, asbestos, and sharps, consistent with the council’s overall health and safety policies.
- Assist in developing and reviewing policies, procedures and guidance in relation to Neighbourhood Services as required by changes in service delivery, health and safety law or advice from statutory bodies including the Health and Safety Executive (HSE), London Fire Brigade, Building Control, Environmental Health in liaison with Corporate Health and Safety.
- Ensure that the actions from completed fire risk assessments for council managed properties are completed in a timely manner, liaising with Estate Services, Area Housing Teams and Corporate Health and Safety as necessary.
- Assist in the investigation of serious or accidents, incidents and near misses in conjunction with Corporate Health and Safety and TU safety representatives and any subsequent changes to safety practice, guidance and risk assessments.
- Carry out regular safety audits/inspections of the communal space in council properties and workplace facilities including main stores, caretaker stores lodges and welfare facilities, ensuring that agreed health and safety standards/policies are adhered to.
- Carry out periodic asbestos stock condition checks on the common areas of council managed blocks, liaising with Area Housing teams and the Corporate Asbestos Services Team (CAST) where necessary.
- Attend formal and informal training as deemed necessary by the council and Compliance Solutions Manager to keep up to date with developments in terms of health and safety legislation, codes of practice, guidance and industry best practice.
- To assist coordinators and managers in the development and health and safety training of front line staff
- Assist in the production of management reports that may be used in connection with formal action
“Role Requirements” – to give yourself the maximum chance of success please try and ensure your CV addresses the following essential criteria:
- NEBOSH General certificate or equivalent in occupational health and safety
- Competent knowledge, skills experience in the documentation and application of eliminating or minimising danger in a range of work place and landlord/freeholder scenarios
- Knowledge of the issues affecting the workplace storage and warehouse safety for cleaning chemicals, materials and equipment and the ability to demonstrably co-ordinate and contribute to the safety of such facilities
- Demonstrable knowledge of the legislation relevant to:- Occupational health and safety (including RIDDOR), Communal safety, including the Regulatory Reform (Fire Safety) Order, and the ability to guide and advise the service following any changes or updates to the legislation and, in turn, any related council policies, procedures and management directives
- Demonstrable experience and ability to competently deliver occupational health and safety instruction, guidance or advice
- Ability to communicate effectively in writing and verbally with an wide and diverse audience, including elected members, senior management and frontline workers and lead meetings and focus groups as the need arises
- Ability to ensure effective use of information technology, including word processing and spread sheets to input and extract information write reports, produce training materials create and distribute presentations
