A Commercial Lead is required to develop and deliver the category strategy for the Uniform provision from 2026 onwards, and the running procurements. This role is an integral part of Commercial Services and will lead the procurement and implementation of the next generation of the National Uniform Managed Services contract. To look at the type of service that will/should be chosen e.g., fully managed with one provider, an integrator type, or contracts with a number of manufacturers. May include a small amount of insourcing in terms of how the contracts are managed. Experience of working with a team which potentially have not been for a procurement before would be beneficial and an understanding of the textiles, uniform or specialist clothing market desirable.
Key Responsibilities:
- With oversight from the HoC Operational Pillar design, develop and deliver the category strategy for Uniform provision from 2026 onwards.
- Strategy to include spend assessments; market engagement; benchmarking; PIN; innovation; supply chain mapping assessment; procurement approach; contract type e.g. MSP/Lots/Make vs Buy etc.
- Act as primary commercial stakeholder lead engaging with MO11 (as lead stakeholder) on delivery and implementation of the agreed strategy, including managing the procurement process and leading the implementation of the new contract.
- Provide overall project management support for the tender renewal process engaging with Commercial Manager NUMS to ensure exit activities support/align with procurement process.
- Engage with MO11/UASB/Officers/SRO to ensure all information is developed and made available for the tender process e.g., establish Commercial Readiness (lead workshops; collate product specifications; service delivery model; financial models; TUPE).
- Manage the commercial elements of the business case and support with relevant governance approvals.
- Maintain engagement with national functions such as BLC and HO and national NUMS contract manager.
- Engage with national forces who confirm participation in the contract renewal (BTP, Border Force etc).
- Develop key stakeholder relationships, enabling early engagement and challenging business need and demand. Seek early active involvement of internal stakeholders in the sourcing process. Internal stakeholders will include colleagues who are users and buyers of the goods and services within the category, and relevant business units and colleagues within Corporate Services (e.g. Finance, Legal).
- Provision of commercial advice to stakeholders on all aspects of commercial. Work closely with external stakeholders, including MOPAC, Home Office, ACPO.

Qualifications:
- CIPS qualification / IACCM certification (or working towards) desirable.
Experience:
- Evidence of sourcing and/or implementing a large and/ or complex strategic contract.
- Evidence of having delivered organisational benefits to customers through effective design and/or implementation of procurement / contract management strategies; able to describe value add and savings in a strategic context in a complex commercial environment.
- Experience working and effectively influencing senior stakeholders with or without authority projecting personal impact and credibility at all levels (including senior) of the organisation and the external market, demonstrating an ability to influence, persuade and effectively communicate.
- Experience of working with a team which potentially haven't been for a procurement before beneficial.
- Evidence of inspirational and inclusive leadership, developing a professional culture and building commercial capability. Empowers team members through coaching, mentoring and sharing of expertise/knowledge.
- Experience working within the emergency services desirable.
- Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.
Knowledge:
- An understanding of Public Contract Regulations and standard sourcing methodologies coupled with a proven track record and detailed understanding of sourcing processes.
- Understanding of the textiles, uniform or specialist clothing market desirable.
Skills & Abilities:
- Evidence of developing effective supplier relationships and the ability to resolve issues in performance or variations in supply without the need for legal or contractual recourse, working in partnership to deliver continuous improvement and innovation for all parties including complex performance management and incentivisation mechanisms.
- Ability to prioritise and manage a demanding workload whilst balancing both operationally urgent and important tasks to deliver to deadlines aligned with strong project management capabilities gained through practical professional experience.
- Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
