Hybrid working – 3 days in the office

The purpose of the role is to implement the Community Infrastructure Levy (CIL) charge in Merton and for the Mayor of London, currently worth more than £2million per annum in order to enable the delivery of infrastructure required to support growth in London.

On a daily basis to provide accurate and easy-to-understand written and oral advice to customers regarding the complex and sometimes controversial financial liability of development to CIL. Advice must be fit-for-purpose for technical audiences such as development management colleagues, planning agents, developers, lawyers and  for non-technical audiences such as individual homeowners and other internal teams (Land Charges, Finance, Audit, Communications, Debt Recovery etc)

Key Responsibilities:

  • Accurately identify development within Merton that is liable to Merton’s CIL or the Mayor of London and levy the correct charge by combining information from a wide variety of sources.
  • Communicate daily with applicants, developers, their lawyers and other consultants and corporate colleagues in order to resolve problems, e.g. explaining site-specific options for phased payments, indexation, additional liabilities etc.
  • Be responsible for issuing all statutory notifications for financial liabilities on every CIL-liable case for the correct amount to the correct landowner within legally defined timescales.
  • Undertake development site visits across the borough all year round, including to construction sites in connection with monitoring or enforcing CIL liabilities or planning obligations.
  • Ensure the efficient and effective collection of CIL by conducting investigations of council planning, building control, council tax and business rates records, by undertaking site visits or by requesting information from customers in connection with establishing CIL liabilities, relief claims, appeals, and establishing whether or when payments are or became due.
  • Produce information regarding CIL/S106 as required for Councillors, Freedom of Information, Merton Council staff etc…
  • Liaise with senior members of the Planning Contributions team and other internal teams including Land Charges, Building Control, Finance, Legal, Corporate Support, Council Tax, Internal Audit, Debt Recovery as required to enforce non- payment of CIL and financial section 106 planning obligations, and compliance with non- financial section 106 planning obligations.
  • Provide support to the senior members of the Planning Contributions team as required to develop and establish electronic systems for the administration, recording, procedures, protocols and guidance.
  • Process claims in more complex cases, to recommend decisions to senior officers in Merton Council with respect to applicants seeking exemption and relief claims from CIL.
  • Undertake duties in support of the council’s interests in connection with CIL appeals, including preparing accurate and legally sound appeal statements.

Qualifications:

  1. Educated at degree level.

 

Skills & Experience:

  1. Minimum of 12 months recent experience in a similar role or context and ideally within a public sector organisation.
  2. Experience of working in town planning or related area of work relevant to the Community Infrastructure Levy
  3. Experience of accurately measuring technical drawings and plans using specialist software
  4. Experience of handling and manipulation of large volumes of written, numerical and illustrated information and data sets
  5. Strong and demonstrable experience of accurately communicating complex legal and financial matters to a non-technical audience and a technical audience.
  6. Demonstrable experience of giving oral and written information and advice on complex and sometimes contentious issues to a non-technical audience.
  7. Knowledge of Community Infrastructure Levy Regulations and statutory guidance and understanding of how these are applied in practice.
  8. Demonstrable ability to read and interpret technical drawings, maps and plans.
  9. Ability to accurately measure technical drawings, maps and plans using specialist measuring software.
  10. Strong IT skills including Microsoft packages or equivalent (e.g. G Suite, Adobe Pro).
