A Capital Programmes & Contract Manager is required to lead on capital programmes and contract management across the council’s housing assets ensuring it complies with all statutory regulations, approved Codes of Practice, official guidance standards and best practice. To ensure that a robust performance management system is in place to ensure effective compliance is achieved and to be responsible for the management of all Capital contracts. Responsible for the management of the capital programmes and contracts team.
Key responsibilities:
- Responsible for the management of the Council Capital Improvement Contracts ensuring the effective delivery of the improvement programmes, including external cyclical maintenance, internal and external improvements, renewable technology and Green contracts and bespoke refurbishment and conversions across the Councils stock.
- Ensure that services provided are customer focused and support and promote the business objectives of the Council and maintenance to its buildings to comply with regulatory standards, legislation and health and safety requirements, and best practice.
- Responsible for the implementation and monitoring of policies and procedures within the team relating to the area of service and assisting in their review, prepare periodic and ad-hoc reports on matters relating the area of service to assist in management planning, life cycle costing and business planning, budget preparation, etc.
- Responsible for the management of the capital programmes and contracts team. Lead, contribute to and participate in Contract Management meetings as appropriate.
- Oversee and monitor work to ensure contracts are executed to satisfactory levels of quality, resident satisfaction and within budget In conjunction with the surveyors.
- Set clear performance targets and customer service standards with customers, staff and monitor performance to ensure targets and standards are met.
- Prepare contract documents and specifications; obtain competitive tenders, quotations, estimates in accordance with financial regulations and standing orders for those areas of work responsible.
- Diagnose building defects and determine remedial actions including preparation of working drawings and specifications for building or remodelling works.
- Actively drive contract performance initiatives that continually improve performance, reduce costs and improve service standards. Advise on changes in legislation and their implications.
- Produce regular reports of progress against key performance indicators, budgetary control and contractor performances, including internal performance relating to service areas.
- Investigate issues of compensation, complaints and insurance claims, preparing necessary reports and settlement of claims.

Qualifications:
- Building Surveying degree or HNC in Building Studies and substantial experience.
- Membership of professional body equivalent and professional qualification.
- Recognised Health & Safety Qualification or substantial experience.
- Recognised Project Management Qualification desirable.
Experience & Knowledge:
- At least 5 years’ post qualification experience and related training Capital Programming and Contract Management.
- An excellent understanding of the requirements across the Council and Public Building stock.
- Experience of delivering other housing property operations or compliance desirable.
- 3 years’ experience of managing staff including performance.
- Experience of budget both revenue and capital management
- Experience of Contract Management.
- Experience of Project Management.
- Fully understand the principles of health and safety and can clearly identify own responsibilities under the HASW Act 1974.
- Fully aware of safe working practices and risk assessments associated with the area of their expertise.
- Understanding of Council policies desirable.
Skills & Abilities:
- Excellent communication and interpersonal skills.
- Able to deliver excellent customer care and have a clear understanding of how this relates to quality services and delivery standards.
- Reliable, a good timekeeper and have evidence of a good attendance record.
- Able to carry out manual duties in all weather.
- Must be flexible and have a ‘can do’ attitude and approach in supporting the demands and specific needs of services throughout both authorities.
- Self-motivated, demonstrate initiative and be able to give instruction to colleagues.
- Must be able to understand detailed verbal instructions and be able to interpret written work instructions, drawings and plans.
- Able to work alone or as part of a team to achieve the aims and objectives of both authorities.
- Must be trained in the use of any powered hand tools, machinery and specialist equipment associated or related to one or more of the services disciplines.
- Ability to solve problems on own initiative with limited resources using a systems thinking approach.
- Full driving licence and daily access to a car.
- Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
