Hybrid – Primary site :- Redditch Town hall but ability to work remotely within the Redditch and Bromsgrove areas – flexiable with home/ office working

Responsible for the effective management and delivery of cyclical maintenance, service and monitoring of Mechanical and electrical systems to comply with all current statutory regulations and good building maintenance practices

Responsible for the effective management and delivery of Mechanical projects on Council managed properties including operation, non-operational buildings, investment land and buildings. Deliver safe and efficient working environment of Employees, clients, suppliers, contractors and members of the public. Support the Council’s aims in respect of revenue generating development, investment and acquisition.

Key Responsibilities

  • Prepare and administer Mechanical service contracts to effectively manage the cyclical service schedule of Mechanical plant and equipment undertaken by contractors to ensure it is in completed on time and meets statutory requirements and good industry practices.
  • Effectively interpret cyclical service reports and allocate consequential service works to contractors and to manage and maintain asset records associated with the Mechanical cyclical services
  • Effectively manage reactive maintenance calls by interpreting the requirement of the call and allocating suitable contractors to carry out the works and Technical support for works to be included in planned maintenance programmes
  • Responsible for the Procurement and Management of Water risk assessments and associated works to ensure monitoring and compliance is maintained.
  • Manage contractors through the process of works from pre inspection to post-inspection, raising orders and certifying Invoices are correct including all aspects of CDM and Health and Safety
  • Prepare and present regular progress and performance reports on cyclical Mechanical contractors.
  • Undertake cyclical plant and equipment to identify reactive maintenance and prepare inspection reports to record inspections for presentation
  • Assist in the production of contract documents for the refurbishment and maintenance of Councils Public Buildings by providing technical support and recommendation
  • Prepare detailed scheme designs with costing, through feasibility and program to completion of project, including specification of works ,organisation of documents for tender and advising on appointment of contractors, designers and procurement routes.
  • Provide regular updates to the Property Services Manager on progress and expenditure and ensure an effective and efficient delivery of projects

Qualifications:

  • HNC plus 2 years post qualification in a Mechanical Engineering Role and an additional experience of capital projects contracts and Project management 5 years plus in a similar role - desirable
  • Current driving licence

Knowledge:

  • Knowledge of Statutory Legislation , financial and Contractual Regulations
  • Demonstrable knowledge of IT packages and web based applications.
  • Knowledge of health and Safety , Data protection and Freedom of Information

Experience:

  • Significant experience within a property environment and working in .a Mechanical Engineering environment on Commercial And Public buildings
  • Experience and knowledge of repairs and maintenance
  • Experience of administration of records management and/or financial systems.
  • Experience with dealing with complex complaints and continuous issues
  • Experience and knowledge of production of CDM documentation
