The purpose of the role is to co-ordinate and manage the Deprivation of Liberty Safeguards assessment and authorisation administrative process for CE Council, ensuring conformity with the specific legislative framework. Oversee each application for authorisation of Deprivation of Liberty Safeguards and have ongoing responsibility for administrative systems, undertaking routine review of the forms and processes in support of the management of the DoLS service.
Key Responsibilities:
- Act as the first point of contact for all applications for authorisation of Deprivation of Liberty Safeguards in line with statutory requirements and current best practice.
- Provide initial advice regarding the Deprivation of Liberty Safeguards to agencies and individuals.
- Process DOLS applications for authorisation, allocate required assessments, appoint statutory representatives, independent mental capacity advocates and other professionals as required.
- Ensure practice and procedures are compliant with regulations, Mental Capacity Act and in line with the Deprivation of Liberty Safeguards Code of Practice.
- Maintain a database of applications, decisions and notifications, and produce quarterly Department of Health statistical reports, as well as internal reports on DoLS and other external agencies.
- Formal supervision and appraisal responsibility for a small team of staff.
- Process invoices for payment and ensure the prompt and timely payment of section 12 doctors, Independent BIAs and invoice for Out of County DoLS assessments.
- Diary management for line manager, minute taking in meetings, preparing, formatting and collating reports, policies, etc. Data inputting, photocopying and filing.

Qualifications:
- NVQ Level 3 in Customer Service, or similar qualification, or an equivalent level of previous experience in relation to DoLS or mental capacity issues.
Skills & Experience:
- Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.
- Knowledge of adult social care or health care environment
- Evidence of adherence and conformity of practice for administrative systems and processes.
- Working knowledge of statutory processes and codes of practice.
- Knowledge of Mental Capacity Act and Deprivation of Liberty (DoL) Processes.
- Ability to motivate, coach and develop others at times of organisational change and redesign.
- Evidence of being able to supervise administrative staff.
- Excellent internal and external communication skills both written and verbal including problem solving.
- Able to prioritise tasks and use initiative.
- Ability to communicate with a range of people from different settings.
- Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
