The post holder will be part of a team providing an excellent corporate financial accounting service. Support the preparation of the Authority’s statutory annual accounts and annual budget for specific business segments. Ensuring working papers and all associated documentation are
produced in accordance with the latest legislation, regulations and best professional practice. Be able to form strong business relationships with budget holders. To provide evidence based financial data to support informed decision making by senior managers of the organisation.
Key responsibilities:
- Ensure the stewardship of the financial accounting system is reliable and accurate, engaging and taking ownership of areas where issues occur to resolution of the problem to the benefit of the department and organisation. Provide recommendations to support continuous improvement of internal systems and processes, enhancing the financial information available to senior managers to enable informed decision making.
- Compile and review a financial budget over a 5 year period for specific business areas as part of the annual budget process. Including pay, non-pay, revenue and capital, core and project funded areas, using appropriate methodology and providing evidence of information, taking account of future business needs (changes in demand, revenue consequences of capital, replacement programmes etc.) and challenging assumptions where appropriate.
- Analyse monthly accounts and investigate variances, prepare reports for stakeholders explaining variances and making recommendations for resolution, taking into account the needs of the business area, but also the whole organisation. Ensuring interpretation of financial data is clear and evidenced. Update assumptions in the 5 year plan as appropriate to ensure this is a constant living document, continually showing the latest forecasted picture for the organisation.
- Prepare and present reports for routine financial and operational decision making to both internal and external stakeholders as required. Ensuring information is suitable to the target audience, i.e. finance to non-financial managers.
- Provide preliminary costings for Business Partners to support and underpin innovation and investment opportunities. Benchmark current costs to the organisation to aid business-benefits and assist with capturing efficiency savings and the reporting of them.
- Maintain knowledge and understanding of technical accounting rules, governance process, audit requirements and changes to legislation. Ensure evidence to support internal and external audit is appropriate, accurate and accessible.
- Assist the Finance Business Partners in educating stakeholders on the need for realistic financial information, be able to identify where information is either too optimistic or too pessimistic. Evaluate the best option for using public money wisely.
- Support Business Partners to ensure stakeholders can deliver performance within budget limitations, advising where virements or requests for investment could be made and providing financial analysis to support recommendations. Be aware of using public money as effectively as possible at all times.
- Take responsibility for identifying your own professional and career development needs. Participate in the organisations PDR process

Qualifications:
- Qualified to A.A.T or equivalent level, or have suitable experience and will be encouraged to study towards a professional accountancy qualification
Knowledge:
- Demonstrate detailed knowledge and experience of accounting regulations, legislation, procedures and policies together with an awareness of future developments
- Knowledge and experience of setting annual budgets and monitoring of them with an acute awareness of the factors that can have an impact on the outcome.
- Knowledge and experience of month-end close down procedures, accruals, prepayments and reconciliations.
Experience:
- Experience and knowledge of computer based financial accounting systems; report writing, Microsoft office and be confident in the use of Excel.
- Experience of writing factual evidence based management reports to budget holders
Skills & Abilities:
- Ability to investigate and analyse complex data and from that provide factual evidence based information to support decision making.
- Be able to demonstrate good written and oral communication skills in order present data to budget holders and to liaise effectively at all levels within the organisation and with external agencies.
- Be able to present financial data to non-financial managers.
