Temporary Building Surveyor– Facilities Management

The post holder will assist the Building Surveying Professional Consultancy Manager in delivering a range of minor capital works projects, reactive and planned maintenance programmes, across the Council’s and partners portfolio of buildings. The role will ensure Engineering and Fabric standards and contract management duties are executed, as required by the term framework contracts, supporting by the development and delivery of client commissioning practices, regulatory conformity, and performance and budget management targets.
Key responsibilities:
- Be aware of and adhere to engineering and fabric regulations, codes of practices and framework contractual responsibilities ensuring effective delivery by the contractor through the framework commissioning process.
- Assist in delivering day to day reactive maintenance operations and minor capital works projects, maintenance and compliance programmes, supervising framework contractors in delivering a responsive and managed professional service to property clients, occupiers and the public.
- Provide support and advice on emergencies, maintenance defects and compliance fault enquiries.
- Be available as part of a 24/7 out of hours call out service to cover emergencies across the property estate.
- Assist the Framework Manager, Compliance Manager and Cost Manager on all aspects of commissioning and contract management duties
- Ensure managers are presented with factual information, receive professional advice and options for appropriate contractual instruction and action.
- Contribute to and follow effective processes, systems, practices and performance guidelines established to monitor the quality of service delivery and outcomes for the council and clients driving improved contractor performance.
- Assist, evaluate, oversee and challenge framework contractor design or work proposals, delivery methods, cost estimates, claims, valuations, final accounts and invoices to fulfil client contractual brief, regulations and budgets.
- Attend and/or occasionally oversee contractor progress meetings to report feedback and provide, when necessary, information on cost, time and quality performance outcomes being delivered through the framework.
- Collaborate with colleagues across Estates Contract and Commissioning teams, Major Project teams and front line premises management
- Assist the Compliance Manager and ensuring projects are delivered in accordance with statutory obligations, maintaining health, safety and welfare standards for staff and public.

Experience & Knowledge / Technical skills
- Relevant professional or technical qualification and membership of a relevant professional body or equivalent experience
- Demonstrable understanding of building regulations, codes of practice, associated standards and industry guidelines.
- Experience of contract management practices, procedure and policy preparation, development and gaining acceptance from colleagues and senior managers including delivery of best practice techniques, contractual methods and standards.
- Proven record and experience of budget & performance management responsibilities
- A track record of successful change management, implementing and delivering projects alongside significant organisational change.
- Delivering improved services for customers, in a more economic and efficient way.
- Knowledge and skills associated with successfully consulting and negotiating with contractors leading to successful projects.
- A track record of successfully working with partners and external bodies to achieve organisation aims and objectives.
- Experience of using autoCAD
Skills & Abilities
- Excellent communication skills and the ability to negotiate with contractors on complex issues and develop productive working relationships with senior individuals
- Report writing skills and the ability to present professional issues to third parties.
- Client focused – the ability to understand and deliver services to customer needs and satisfaction with well developed communication and negotiation skills with clients and colleagues
- Able to demonstrate experience of working competently as a surveyor
- Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
