Full Job Title: Temporary Administration Support Officer – Parking & Highways

Job Reference: Slough RQ743174

Pay Rate: £12.20 per hour PAYE

Hybrid working, you will be required to work in the office 1 to 2 days a week.

As a member of the Network Management team this post is directly responsible for :

  • Assisting the Permit Scheme with administration support
  • Managing highways applications and claims on the highways
  • Assisting in parking enquiries
  • Working closely with the Network lead in administration support.

Specifics include:

  • To ensure that the Council discharges its legal duties in relation to the requirements imposed by the Highways Act, Traffic Management Act,, NRSWA and SEPS in respect of management of the highway network.
  • To assist in the coordination of works and activities on the highway network work closely with the team to support them in to deal with any related correspondence.
  • To assess permit applications and to grant, refuse or seek modifications to permits. Also to monitor compliance via the inspection process and to issue Fixed Penalty Notices (FPNs) or recommend prosecution where appropriate.
  • To maintain accurate and comprehensive financial records relating to the operation of Highway fees .
  • To demonstrate a pro-active approach to include awareness and examples of technical / procedural problems and to provide recommendations for improving and enhancing operations.
  • To give direction and advice to colleagues and to ensure operational procedures and specified standards are maintained.
  • To issue invoices for all relevant fees and charges and to monitor payments, liaising with all appropriate parties.
  • To identify any opportunities for income generation where appropriate.
  • To develop and maintain filing systems, computerised systems and information required to compile statistics, reports or other relevant material as may be reasonably required.
  • To manage the processing of licence applications, including the assessment of the relevant circumstances and the issuing of the licences, and to assist in the planning, control and coordination of proposed activities.

Specific Role Requirements” – to give yourself the maximum chance of success please try and ensure your CV addresses the following essential criteria:

  1. A good general standard of education. 5 GCSEs including English language and Mathematics, OR equivalent qualification / demonstrable experience and on-the-job training in a working environment considered appropriate to the required level of knowledge and skills.
  2. Experience:
    1. Minimum of 12 months recent highways administration experience in a similar role, or context and ideally within a public sector organisation
    2. Dealing with representatives from public and private sector organisations and the general public.
    3. Showing good judgement in relevant area of expertise and of giving sound advice.
    4. Management of own case load and maintenance of high standards.
  3. Knowledge:
    1. Technical knowledge / expertise relevant to the field of work
    2. Good understanding of highway and traffic issues.
    3. Highway law, NRSWA, Health and Safety, Traffic Regulations and legislation related to area of expertise - desirable
    4. Basic knowledge of financial management
    5. Sound knowledge of the need to meet essential requirements of the organisation, e.g. service delivery targets and income generation.
  4. Skills & Abilities:
    1. Good communication both written and oral and excellent customer care skills.
    2. Effective time management - able to prioritise, plan and meet deadlines and manage workload.
    3. Effective use and management of resources (people/ equipment/ information/ budget)
    4. Provision of recommendations for improving both procedures and financial opportunities as appropriate.
    5. Accuracy and attention to detail.
    6. Ability to draw complex technical information together concisely and accurately.
    7. Working on own initiative as well as ability to contribute to the needs of the team.
    8. Ability to cope with changing priorities and pressures.
  5. ICT Skills: Use of computer applications including Microsoft Office and role-related system applications (e.g. GIS)
