Full Job Title: Temporary Admin Officer/Planning Technical Officer - Admin & Clerical

A Planning Technical Officer to assist with the validation of planning applications and other related tasks.
You will provide technical support to the Development Control Teams within the Planning Division including logging and validating applications within agreed timescales and issuing decision notices, assisting in the management of the planning application process and providing back up to Planning Communications Supervisor and Planning Support Officers with answering phone calls and email enquiries, producing lists and distribution of post.
Duties to include:-
- Validate and register all types of planning applications, conditions and pre application submissions received by the Local Planning Authority including registration, calculating fees, validation, consultation, publicity and dealing with withdrawn applications, invalids and refunds in accordance with adopted procedures and checking of documents at registration stage against GDPR to ensure to carry out any relevant redaction.
- Produce and issue decision notices in accordance with adopted procedures.
- To record any complaints accurately and take appropriate action including advising the complainant regarding the complaints procedure.
- To assist/provide support to the Planning Communications Supervisor and Planning Support Officer roles where required. This includes responsibilities such as, answering the telephone planning enquiries line, logging planning objections, distribution of planning post, dealing with basic property history requests for copies of plans and producing weekly lists/committee agendas.
- Provide administrative and technical support in relation to legal agreements within Major Applications Team when required.
- Assist with improvement of procedures and performance in relation to validation and other processes as directed by senior officers.
- Work with support officers in other teams in the planning division to ensure a consistent approach to carrying out administrative functions in the department, including efficient and effective use of the Uniform software or equivalent.
- Any other duties as required, to assist the managers and planning officers in the team with the carrying out of statutory functions and dealing with customers.

Qualifications:
- Education to GCSE Standard
Knowledge:
- Knowledge of town planning services, legislation, and processes (or ability to acquire such knowledge)
- Knowledge of computer systems such as Microsoft Word, Outlook, Excel
- Knowledge of office procedures, administrative routines, and local authority practices
- Knowledge of the use of quality standards
Skills and Abilities:
- Ability to understand planning legislation, guidance and procedures to cover the technical aspects of the planning function
- Ability to plan and organize workload, respond to peaks in work and work to a high standard of accuracy
- Ability to learn computer packages quickly
- Ability to absorb and understand technical information, to enable dealing with queries and carrying out tasks without close supervision by professional staff
- Ability to work independently and flexibly as part of a wider team
- Ability to use initiative to contribute to improvement of the service provided by the team, including reviewing administration processes
- Ability to communicate politely and effectively on the telephone and in writing with staff and customers including an ability to deal with distressed, irate members of the public in a sympathetic and tactful manner
Experience:
- Experience of working both independently and flexibly as part of a wider team
- Experience using IT packages such as Microsoft Word, Excel and Outlook
- Experience of setting and maintaining high personal standards of performance and conduct in the workplace
- Experience of prioritising a busy workload and working to deadlines
- Experience of dealing with administrative tasks and office procedures
- Experience of reviewing administrative tasks and making recommendations to improve processes
