Flexible working available or potential for part-time working.

The post-holder will work with the Finance Manager or Group Accountants to deliver a full range of high quality financial management and accountancy services to a range of clients.

Key Responsibilities:

  • Provide specialist knowledge and expertise in order to assist in the city council’s budget process, budget forecasting and monitoring processes.
  • Provide financial advice to members and officers and ensure that completion of statutory financial statements, statutory returns and financial analysis.
  • Assist in the role of ensuring that the city council’s assets are managed in line with current legislation, the constitution and financial rules and other professional codes of practice.

Other “Essential Requirements” – Please check to ensure that your CV addresses the following items:


  • Appropriate Accounting training/ qualification.


  • Experience of advising senior officers and attending management teams and working groups on finance related issues
  • Substantial experience of preparing budgets for a period of more than one year and of preparing monthly budget monitoring reports.
  • Extensive experience of the preparation of monthly accounts, financial monitoring and final annual accounts.
  • Experience of appraising and evaluating the financial implications of projects and proposals using accounting techniques.
  • Proven experience in successfully developing and maintaining complex financial models.


  • Have knowledge of Local Government Finance.

Skills & Abilities:

  • Ability to communicate effectively with a wide range of stakeholders both verbally and in writing
  • Ability to work under pressure, prioritise workload and meet tight deadlines
  • Ability to build and maintain effective working relations with customers, colleagues and other internal and external services.
  • Must have high standard of spreadsheet skills and be proficient in the use of Word, Outlook and Excel
  • Ability to use financial information systems such as Oracle & if possible large databases such as the Northgate Housing Systems.

Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.
