What's involved with this role:

An Interim HR Systems & Data Manager - Human Resources is required to develop and deliver HR IT systems, programmes and projects to support the overall contribution of HR service to the Council. The post holder will co-ordinate HR system support and digital developments and innovations to meet business needs and organisational change. You will also provide professional and technical advice on the use, interpretation and analysis of data from HR IT systems and other data sources. In addition the role requires the HR Manager to inform and shape strategic and operational HR advice and associated policies and procedures.

Duties to include:

  • Develop and deliver strategies and related policies and procedures to achieve effective use of digital platforms and systems that enable the HR Service to achieve clear business focused outcomes aligned with delivery of the Councils overall workforce plan, the Councils ‘digital by default’ strategy and modern ways of working .
  • Provide high quality professional guidance both to the HR team and senior managers on the most effective and efficient use of digital solutions to support organisational change and management of the Councils staffing resource.
  • Responsible for the interpretation and analysis of data held on HR IT systems to help inform both future Council staffing strategy, related policies and procedures, and on going HR/management activity to make the most effective use of Council staffing resources.
  • Monitor and audit the quality of HR data records and systems, creating action plans and directing HR staff to ensure all HR records held are accurate, up to date and meet organisational objectives for workforce and HR record keeping, appropriate audit standards and all related legislative requirements.
  • On behalf of the HR function, determine the quality standards in terms data records held on HR IT systems, undertake monitoring exercises to ensure any non-compliance with regards to the proper maintenance of such records by services or division within the Council is addressed promptly.
  • Supply specialist technical advice and guidance to the Head of HR and senior managers on industry wide developments in HR systems,
  • development of the ‘E-HR’ environment, changes in legislation affecting the use and exploitation of data held across digital channels.
  • For the Council provide expertise on the specification of HR systems and platforms for existing or new systems for future use within the Council, including those systems accessed externally (e.g. recruitment/resourcing) and those used directly by staff and managers on a ‘self service’ basis.
  • Provide HR guidance and technical advice as part of the procurement process for any renewal or purchase of IT systems related to staffing or workforce matters.
  • Responsible for the collation and analysis of HR/staffing related data internally as needed and to organisations external to Council to ensure compliance with statutory requirement, formal HR data returns and providing statistical data for various government and employers organisations on a regular and ad-hoc basis.
  • Build and maintain effective working relationships both internally within HR and the wider council and externally with other employers, government departments and representative bodies (for example London Councils, Employers Organisation, Local Government Association) and service contract providers.
  • Plan on behalf of the HR service, for relevant and appropriate training and coaching in systems use, both within the HR Service and in the wider Council to managers and staff.
  • Lead on the improvement, management and performance of the service, ensuring that overall objectives are translated into effective plans and that the service is efficient and locally responsible.
  • Provide inspirational and professional leadership to staff, strengthening skills and competence and fostering a strong culture of standards, performance and accountability
  • Plan with HR colleagues the on-going development of the provision of HR services to Council, including participation and attendance at project groups, workshops, seminars as required.

    3. Interpreting and analysing data held on HR IT systems to help inform both future council staffing strategy, related policies and procedures and on going HR/management activity
    4. Performance management, talent and succession planning and development and training plans for teams and individuals
    5. Monitoring, analysis and interpreting HR
    6. Build and maintain effective working relationships both internally within HR and the wider council and externally with other employers, government departments and professional associations
    7. Ability to maintain an up to date knowledge of HR best practice, trends and employment legislation
    8. Ability to understand, assimilate, interpret, present and communicate complex information
    9. Customer focused and driven by the achievement of high standards and achievements through service/business delivery
    10. Ability to procure, develop and monitor HR contracts
    11. Provide inspirational and professional leadership to staff, strengthening skills and competence and fostering a strong culture of standards, performance and accountability
    12. Work with colleagues developing the provision of HR services to the Council
    13. Lead and support on a range of HR projects, meeting defined objectives in line with Council workforce strategy and plan
    14. Ability to work quickly and accurately under pressure whilst ensuring attention to detail
    15. Effective written and oral communication skills including report writing and presentation skills with proven ability to work with, gain the confidence of and influence people at all levels
    16. Ability to create and build effective relationships with a range of senior managers, stakeholders and professional staff
    17. Numerate with the ability to understand, manipulate and analyse HR data
  6. Experience:
    1. Working as a senior HR professional in a large complex organisation
    2. Developing and deliver HR IT systems, programmes and projects to support the overall contribution of HR service to the Council
    3. Co-ordinating HR system support and digital developments and innovations to meet business needs and organization change
    4. Providing professional and technical advice on the use, interpretation and analysis of data from HR IT systems and other data sources. Informing and shaping strategic and operational HR advice and associated policies and procedures
  7. Strong IT skills including Microsoft packages
