A Childcare Sufficiency Officer is required to work with the Childcare Sufficiency Team to help to achieve ambitions in relation to the Early Year’s entitlements and wrapround expansion. The roles will also have responsibility for ensuring that statutory duties are met relating to childcare sufficiency. To work in a collaborative manner with teams across the local authority, schools, families, childcare providers (including private providers, childminders, community and voluntary organisations and Early Years settings) to assess supply and demand and expand childcare provision (including wraparound) that is accessible to children and families, including those with SEND.

Key responsibilities:

  • Enable the service to meet specified targets and statutory requirements within agreed timescales.
  • Undertake the mapping of current provision across the Local Authority. Consult with parents/carers, providers and children about demand for childcare.
  • Provide business planning and marketing advice and guidance to new and existing early years childcare providers and schools to develop, support and sustain childcare provision for children from 0 to year six.
  • Inspire, influence and motivate Early Years providers, childminders, head teachers, governors, managers, lead partners, senior education leaders.
  • Work closely with the finance officer and budget manager and providers to complete funding applications and business plans to support development of high-quality, sustainable provision.
  • Provide ongoing monitoring, advice, support and challenge providers to ensure high quality inclusive practice is maintained, improvements are monitored and poor practice is reported through appropriate channels.
  • Identify and share models of best practice. Contribute to the development of cross-sector provider networks and support their effectiveness.
  • Work collaboratively within the local authority and with key external agencies to ensure joined up partnership working to meet individual needs of children and families. This will involve forming relationships between the local authority, local job centres, providers and community representatives.
  • Monitor and report on take up, availability, supply and demand and work with the DfE to provide ongoing accurate data to support with the monitoring and evaluation of the programme.
  • Communicate the local childcare offer through existing channels to the public, childcare providers and other key agencies.

  • Excellent communication skills with the ability to communicate clearly and effectively with a wide variety of audiences.
  • Ability to utilise data to develop and monitor provision.
  • Ability to develop and maintain good working relationships with a range of services and people.
  • Ability to work to fixed deadlines and under pressure, demonstrating skills in prioritisation and managing workloads.
  • Ability to use a range of Microsoft office tools including SharePoint, outlook, word and excel.
  • Ability to remain calm and professional when dealing with challenging situations.
  • Able to undertake any travel in connection with the post.
