Hybrid working - initial training up to 2 weeks based in the office then home based and into the office with the team as a minimum once a month
A Supervisor (Recruitment & Pay) is required to manage a team of around 15 individuals supporting council payrolls and running a large end to end payroll. Manage the delivery of administrative, technical and business processes supporting a comprehensive range of HR and financial activities including HR contractual processes and related correspondence, pay administration and information management. Effectively manage a team of administration staff, to ensure all aspects of the service are delivered in accordance with agreed standards, objectives and statutory requirements.
Key responsibilities:
- Lead, manage, train, develop and motivate a team of staff undertaking specialised administrative and technical processes and procedures. Monitor the work of line reports to ensure accuracy of data in order that the objectives and schedules of the TSC are continually met. To direct staff in accordance with defined procedures to ensure efficient and effective service delivery.
- Undertake complex checking, evaluation, calculations and information processing, the management and control of the payroll runs, reconciliation and other processes that pay employees, ensuring that procedures are followed accurately and that all transactions are accounted for and auditable.
- Advise on and apply policies, practices, procedures and statutory regulations as they relate to terms and conditions of employment, payroll administrative management, knowledge and rules relating to Tax, NI and pension, including payments to all staff and pensioners to ensure that these are implemented accurately and consistently throughout the service, ensuring all documentation is kept updated for training purposes.
- Respond to non-routine and complex enquiries from a wide range of contacts using discretion and judgment in forming responses so that advice on the area of work dealt with by the TSC is consistently given in accordance with agreed policies and statutory legislation and within defined procedures.
- Liaise, as appropriate, with staff and managers from other Departments (e.g. HR Departments and ASDVs) to ensure an effective interface on all collaborative processes (e.g. recruitment, contractual, payroll, DBS, legal and pay issues) is achieved and effective communication channels are utilized effectively.
- Support the service in delivering projects to the business including input into specifications, project plans, design and user acceptance testing focussing on technology and business processes. Such developments include Unit 4, Banking contract, Recruitment solution, DBS, HR Docs, Probation development, Payroll etc.
- Deputise for Team Leader at work stream meetings, corporate meetings and project meetings, representing the best interests of the service at all times.
- Contribute to the development of the service and introduction of best practice and new ways of working to ensure positive, accurate and timely information is delivered in the most effective manner.
- Liaise, advise and negotiate with employees, managers, external clients, and other relevant parties, including ASDVs and external agencies, on issues arising from the day to day operation of the team and take remedial action where necessary to ensure continuity of service and high levels of customer satisfaction are maintained.

Qualifications:
- BTEC Higher or equivalent.
- Relevant professional qualification (e.g. CIPP) desirable.
Experience:
- Comprehensive working knowledge and experience of policy interpretation, business procedures, employment law, statutory legislation and pension scheme regulations.
- Understanding of concepts, principals and structures that underpin and support electronic systems.
- Experience of managing staff including allocating and monitoring workloads; appraisals and performance management.
- Minimum of 12 months recent experience in a similar role or context and ideally within a public sector organisation.
- Comprehensive use of and experience of Unit 4 HR and Payroll and of delivering timely and accurate pay services and associated activities.
- Demonstrable record of managing a team, including absence, capability and performance management issues.
Knowledge:
- Comprehensive knowledge and application of relevant Terms and Conditions of employment with a detailed understanding of National T&C’s frameworks as outlined by the National Negotiating Bodies.
- Comprehensive working knowledge of HMRC Regulations including tax and NI calculations.
- A complete understanding of customer care principles and practices.
- Fully conversant with Unit 4 HR and Payroll having particular regard to how the Work Structures underpin system functionality desirable.
- Specialist and comprehensive working knowledge of complex terms and conditions specifically within the LA environment desirable.
Skills & Abilities:
- High level of literacy and numeracy.
- Strong organisation and change management skills.
- Demonstrable record of excellent performance in leading a team desirable.
- Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
