Pay Rate: Up to £440 per day pay range subject to IR35 status

Location: Manchester – 2 days per week in the office

Key Accountabilities:

  • Contribute to the creation and delivery of market-leading category strategy which manages and develops supply markets to meet current and future Departmental needs
  • Act as a source of expert market knowledge, insight and advice to policy and operational teams in category area.
  • Work with them to understand requirements and develop commercial strategies aligned to policy objectives, suppliers and supply markets.
  • Motivate and manage a professional commercial team to deliver corporate outcomes and to ensure continuous improvement.
  • Contribute to Strategic Supplier Relationship Management including the development of Supplier
  • Action Plans to agree performance improvement goals, identification and delivery of savings initiatives and innovation opportunities
  • Lead on procurements that conform to Departmental procurement procedures and which comply fully with EU procurement law, Departmental commercial policy, and assurance processes
  • Mentor and coach team members on policies,
    procedures, practices and techniques equipping them with the knowledge and skills to deliver their work in an effective and efficient manner
  • Responsible for competitions delivered by the team, ensuring accurate, comprehensive and transparent analysis, with recommendations to senior decision makers based on whole life costs that maintain full business ownership of the commercial outcomes.
  • Manage the lifecycle of large, complex contracts and grants (existing and new) across all relevant categories, and the commercial management of key suppliers.
  • Contribute to project scrutiny and approval boards as required.
  • Deliver and own Departmental sub-category and category plans and develop market category expertise within portfolio.
  • Represent the Commercial team at senior management meetings and in Crown Commercial Service category meetings.
  • Develop and deliver procurement savings plans for specific categories in collaboration with the customer
  • Be accountable for the selection and implementation of appropriate commercial models to achieve Departmental strategy and goals, and encourage supportive supplier behaviour.
  • Effectively influence customers across the network to deliver value for money, achieving savings targets and sustainable outcomes in the procurement of works, goods and services.
  • Provide expert advice on commercial risk management and deliver mitigation plans /strategies to manage identified risks at corporate level.
  • Work with customer directorates to develop their commercial capability.

 

Key Requirements:

  • Evidence of the design and delivery of end-to-end strategic category plans and commercial strategies
  • Evidence of taking a strategic lead on securing value for money in a complex commercial environment
  • Experience of analysing complex information to make informed strategic commercial decisions
  • Evidence of influencing key senior stakeholders towards commercial solutions which balance optimal commercial performance with delivering business strategy
  • Evidence of leading teams at a strategic level to manage and deliver competing business priorities in large-scale complex organisations
  • Experience working within CCS frameworks DOS or GCloud
  • Digital experience
  • Experience of sourcing and procurement
  • Previous experience : procurement manager/Commercial/Contract
  • CIPS/IACCM desirable
