Hybrid role
To manage highway maintenance works and services which includes all aspects of commercial management responsibility working in a client facing role. This role includes the preparation and processing of formal tenders to commission suppliers across the core reactive services, including Reactive Highway Maintenance, Bridge Maintenance, Winter Services, and Public Realm. The role requires commercial experience in a construction project related environment, with an ability to support the delivery team by ensuring that all commercial requirements are fully defined and managed.
Key responsibilities:
- Identify, recommend and develop solutions for improvement to commercial and commissioning activity, aligning them with customer feedback and legislative shifts to continually enhance the service. Support the development of a consistent and coherent development strategy for services to improve outcomes
- Ensure that any project work is effectively resourced and that all key stakeholders are identified, and roles and responsibilities agreed and communicated effectively. Oversee the production of effective and accurate management information, ensuring that this is produced accurately and consistently to strict deadlines.
- Maintain competence in subject matter specialism, undertaking research and information gathering to ensure Council adopts and maintains best practice in areas of specialism, providing ad hoc advice as required.
- Prepare feasibility studies and writing procurement reports.
- Apply Value Management techniques at the outset of a project.
- Estimate and cost plan activities taking ownership of and presenting project cost plans.
- Participate in the procurement process, under the direction of the Project Manager, ensuring that all stages including pre-qualification, enquiry, analysis, selection and contract preparation are performed effectively, including producing tender documentation.
- Ensure that post-contract cost variances and change control processes are implemented and managed effectively and that cost checking and valuation work is managed effectively.
- Ensure the production of monthly cost reports, where applicable, and value engineering and life cycle costing.
- Take responsibility for making sure that cost checks are undertaken throughout the project and that final accounts are negotiated and agreed.
- Ensure projects are managed to the right quality standards and are completed efficiently and on time. Ensure relationships are developed with clients and other stakeholders.

Qualifications:
- Hold a relevant qualification (e.g. HNC, HND, BSc MSc) in a Quantity Surveying discipline, or equivalent demonstrable experience and knowledge.
- Willing to undertake or working towards or hold full membership of an appropriate professional body (e.g. MRICS, etc).
Experience:
- Commercial experience in a construction project related environment, with an ability to support the delivery team by ensuring that all commercial requirements are fully defined and managed.
- Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.
Skills:
- Sound business intelligence and ability to identify commercially viable opportunities and secure value for money in service delivery.
- Ability to identify industry trends, needs and commercial opportunities.
- Able to monitor contractor performance against pre-determined milestones and to identify when corrective action is needed.
- Able to work within a disciplined performance management framework, managing and monitoring key performance indicators and contractual obligations.
- Ability to develop and manage contracts with suppliers to meet key performance indicators and agreed targets.
- Excellent time management skills, creating own work schedules, prioritising, preparing in advance and setting realistic timescales for own self and others. Ability to visualise a sequence of actions needed to achieve a specific goal and how to estimate the resources required.
- Excellent prioritisation skills evidenced by targets setting for self and others to meet demanding timescales.
- Excellent judgement skills under competing priorities and pressure.
- Able to effectively transfer key and complex information to all levels of staff, adapting the style of communication as necessary and ensuring that this information is understood.
- Ability to advise and put case across in relatively straightforward, non-contentious situations with ability to negotiate agreements.
- Strong IT skills using Microsoft packages or equivalent (e.g. G Suite).
