Role Length:  This opening assignment is for 12 months

The focus of this role is to ensure a high quality, proactive, customer-focused and legislative compliant Health & Safety service is provided to residents. Working within the Temporary Accommodation Team and reporting to the Temporary Accommodation Property Surveyor, to lead on the development and delivery of Health & Safety projects, policy, remedial actions and coordinate and manage Fire risk planned programmes. To also work closely with Hostel Managers, assisting with inspections, providing specialist advice and supporting them to ensure risks are controlled.

Key responsibilities:

  • Manage the delivery of Health & Safety remedial actions as well as planned fireworks programmes and one-off small works to temporary accommodation stock including carrying out site and post inspections, producing tender specifications, documents, attending site meetings and monitoring contractors to ensure programmes of work are undertaken on time within budget and achieving agreed KPI targets producing project progress reports and recommending contractor payments.
  • Lead on the development and delivery of Health & Safety programmes, projects and policies in accordance with the overall Health & Safety programme of work.
  • Assist managers and employees on all Health & Safety matters, including legal compliance, operational best practice, accident and ill health prevention, in accordance with Council policies and procedures.
  • Provide specialist advice and support to managers on complex Health & Safety cases, including interpretation and application of the Council’s Health & Safety policies and procedures.
  • In conjunction with operational management, co-ordinate the effective implementation of Health & Safety policy objectives and local solutions to Health & Safety problems that take account of local operational business needs and service delivery.
  • Assist Hostel Managers in the completion of investigations of accidents and incidents, producing reports as required, and making practical, cost-effective recommendations as appropriate and ensure that actions are taken as necessary to protect the Council’s employees, reputation and assets.
  • Undertake the preparation and implementation of Health & Safety risk assessments and provide a risk assessment quality assurance function in conjunction with the appropriate managers and staff.
  • Ensure contractor compliance with Health & Safety legislation and the Council's policies prior to commencement of work and through to completion.
  • Assist managers in the monitoring of Health & Safety performance in order to identify trends and inadequately controlled risks.
  • Undertake Health & Safety inspections, assessments and investigations across the variety of Temporary Accommodation hostels and sites producing recommendations and remedial action plans.

Experience & Knowledge:

  • Extensive experience in contract management, preferably gained in delivering to the public sector.
  • Strong knowledge of Health & Safety regulations, FIA and BAFE qualifications preferred or Fire Health and safety qualifications such as NEBOSH Fire Certificate qualifications such as or similar safety qualifications in fire risk (Fire Safety and Risk Management, NCRQ, IFSM, Fire Safety)
  • Understanding of The Regulatory Reform (Fire Safety) Order 2005, Fire Safety Act 2021, Construction (Design and Management) Regulations 2015.
  • Proven technical knowledge and working experience in advising managers on Health & Safety operational and policy issues and contributing to organisational benefits.
  • Ability to plan and deliver Health & Safety programmes across a range of activities.
  • Experience of building effective working relationships with managers and employees.
  • Proven technical knowledge and working experience in advising managers on Health & Safety operational and policy issues and contributing to organisational benefits.
  • Ability to apply knowledge and experience within the context of organisational culture, corporate objectives, customer needs and Health & Safety legislation.
  • Proven track record of planning, developing and providing in-house health, safety & environmental training, including providing briefings and training delivery as required using both internal and third party training platforms for Environmental Operations – i.e. IOSH Managing and Working Safely.

  • Ability to research, prepare and draft concise reports and present information to different audiences.
