Interim Performance Support Officer - Environment

To be responsible for supporting the delivery of key service operations across the Environment department in order to ensure that the departments’ strategic aims are met. Primarily the role will support the Street Operations Service (Waste collection, Street Cleansing and other associated services) by managing key service IT systems, data-sets and performance data.
To support the Business, Improvement & Performance team in managing IT systems, processes and solutions that will enable the Council’s Street Operations Services to identify, collect, understand, and use information to manage and plan its services effectively.
Key responsibilities:
- Design and deliver a range of projects supporting services across the department, deploying recognised project management methodology to effectively manage a range of projects.
- Timely production of performance data and analysis to support the service and ensure the completion of relevant KPI sets including the completion of wastedataflow.
- Manage and lead project teams including external contractors and stakeholders ensuring effective join-up between relevant projects and feeding into relevant layers of local authority governance.
- Responsible for production of relevant project documentation including business cases, project initiation documents and project plans.
- Responsible for the timely and accurate collection of performance data and management information and ensure that monthly, quarterly, and annual statistics are collated and disseminated in a timely manner.
- Management of key service systems to support ongoing service delivery including capita workforce management, operational back-office systems, waste schedule database, online weighbridge system.
- Deliver problem solving outcomes to complex service and data enquires.
- Deal with research, understand all operational related geographical information matters for the division, including data collection, data analysis, verification, storage, and representation. Perform database queries to extract data for analysis.

Qualifications:
- Educated to degree level or professional qualification and at significant relevant professional experience in a management and business support / performance capacity in a comparable setting.
Experience:
- Experience in the waste or cleansing sector or another demonstrable operational service.
- Proven experience of managing projects and applying known project management process to a complex operational service.
- Experience in using infographic and data-visualisation techniques for performance and intelligence reporting.
- Experience of system management and utilisation to support service delivery including in the development of service performance data.
- Proven experience of managing complex array of performance data and KPIs to support service delivery.
- Experience in using infographic and data-visualisation techniques for performance and intelligence reporting.
Knowledge & Skills:
- Knowledge of and ability to keep informed of all legislation relating to the contractual, technical, and operational aspects of the service and to ensure the Council’s statutory responsibilities are achieved.
- Evidence of ability to present complex issues to a variety of audiences in written and verbal formats.
- Data management and the ability to analyse, demonstrate and communicate performance trends.
- Ability to develop and produce content to a high standard in a timely manner particularly performance reports, business cases and project documentation.
- Skills and experience with a wide variety of different digital or IT system including day-to-day management and for the extraction of performance data.
- Ability to work independently and maintain a high degree of self-motivation.
- Team work and organisational skills.
- Good communication skills.
- Ability to work within a highly pressurised environment working to sharp deadlines and to be resilient.
- Ability to display sensitivity and maintain confidentiality.
