Hybrid working - flexible to attend the office as and when required
A Planning Enforcement Officer is required to undertake enforcement work for the Development Management Team including enforcement of breaches of planning, investigations of unauthorised advertisements and provide general advice on Enforcement and Planning Control. The successful candidate must be flexible to attend the office as and when required and will be attending regular site visits within the Torridge District Area.
Key responsibilities:
- Deal with enquiries/complaints from various sources including the public, Councillors, Police, neighbouring Authorities.
- Prepare files, carry out site investigations, interview interested parties and if necessary, conduct interviews under the provision of PACE.
- Originate report, determine whether there is a breach and consult Planning Officers regarding recommended enforcement action.
- Prepare instructions for the Solicitor to enable enforcement to proceed.
- Serve Enforcement Notices, re-visit sites to ensure compliance. Serve summonses for breaches of the Enforcement Notice as required.
- Prepare reports for authorisation to prosecute and where necessary prepare prosecution files.
- Attend Court to give evidence and attend Public Inquiries.
- In the event of an appeal against an Enforcement Notice, prepare appeal statements. Maintain and update enforcement records, and manual/computer files.
- Deal with Breach of Tree Preservation Orders (TPO) and possible prosecutions. Visit sites with arboriculturist.
- Deal with all correspondence and complaints concerning unauthorised advertisements. Carry out sites visits, recording relevant details following organisation’s process in accordance with planning legislation.
- Provide general advice to Officers, Councillors and public relating to planning enforcement matters.

Qualifications:
- BTEC National Certificate/Level 3 NQV qualification in relevant discipline or able to demonstrate similar qualification /experience.
- Enforcement related courses/studies desirable.
Experience & Knowledge:
- Relevant planning enforcement experience desirable.
- Experience of providing written/verbal evidence.
- Local Authority Enforcement or appropriate investigation work desirable.
- Working knowledge of investigative techniques and procedures.
- Working knowledge of the current planning system and legislation desirable.
- Understanding of types of planning data systems, such as GIS, Uniform desirable.
- Knowledge of RIPA and PACE Legislation desirable.
Skills & Abilities:
- Good verbal and written communication skills.
- Good report writing skills.
- Ability to meet deadlines.
- Analytical and numerate with ability to organise and manage own workload.
- Tactful, ability to work effectively on own or as part of a team.
- Experience of public presentation.
- Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
- Ability to travel according to the needs of the job. Flexible to attend the office as and when required and attend regular site visits within the Torridge District Area
