Office based role
An Adult Social Care Contract Manager with contractual experience in either transport or Adult Social care is required to assist in the effective, efficient and legally compliant delivery of passenger transport services, predominantly for elderly residents.
Key responsibilities:
- Ensure that the services are delivered for the benefit of the people of Leicestershire.
- Maintain positive and cooperative working relationships with customers and colleagues within the team and across the service.
- Ensure activities are delivered in the most efficient and effective manner as possible.
- Let, manage, monitor and renew passenger transport contracts ensuring contract compliance and acceptable levels of service provision.
- Negotiate with transport providers over the resolution of transport problems.
- Assist in the negotiation with transport providers on the implementation of improvements to public transport services.
- Manage the transport databases within the team and liaise with schools and others to ensure their accuracy.
- Support delivery of service information and updates on home to school transport services including responding to requests, enquiries and complaints in both the planning and operation of transport services.
- Manage the impact of roadworks on contract services.
- Manage the allocation of users to transport and the organisation of transport activities.

Qualifications:
- Degree or equivalent relevant qualification plus experience negotiating with external contractors.
- BTEC Higher or equivalent in relevant field or full experience as below.
Experience & Knowledge:
- Contractual experience in either transport or Adult Social care. Working within a contract management environment.
- Experience of negotiating with external contractors and working collaboratively with partners and influencing outcomes.
- Experience of analysis of statistical information of a complex nature and compilation of performance and/or other management statistics.
- Minimum of 12 months recent experience in a similar role or context and ideally within a public sector organisation.
- Co-ordinating and ensuring efficient operation of transport services.
- Implementing continuous improvements in a service provision environment.
- Sound knowledge of legislation relevant to transport provision including the Transport Acts 1985 and 2000 desirable.
Skills & Abilities:
- Excellent attention to detail skills.
- Project Management skills.
- Ability to work well within a team.
- Ability to work to tight deadlines and manage extended workloads during periods of peak activity.
- Strong communication skills, both verbal and written, demonstrating tact, diplomacy and assertiveness.
- Ability to liaise sympathetically and calmly with parents, carers and external organisations.
- Assertive, not easily influenced.
- Ability to converse at ease with customers and provide advice in accurate spoken English is essential for the post.
- Ability to travel to locations across the County as required.
- Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
