A Planning Lawyer is required to join the Litigation and Regulatory Team and to advise the Council and its companies on all planning matters and issues and to advise at Planning Committees which are held at the Town Hall in Oxford.  Must be experienced and able to manage a complex and busy case load and advise at the highest levels as required.

Key responsibilities:

  • Perform in an effective, timely, courteous, professional and flexible manner the duties of a qualified lawyer.
  • Provide efficient, effective and pragmatic legal advice and assistance to the Council and other clients.
  • Personally represent the Council and other clients before the courts, tribunals and public inquiries as required.
  • Work effectively with officers and members of the Council and with other clients.
  • Attend, provide legal advice and assistance to and prepare reports for officer and member meetings (including evening meetings) of the Council and other clients.
  • Advise upon, draft and negotiate the full range of legal documents (e.g. s257 stopping up orders, s106 agreements) without supervision. Advise on and draft complex S106 obligations/agreements.
  • Advise on applications (including planning applications, CLEUD/ CLOPUD applications) and enforcement procedures.
  • Advise in relation to planning appeals and enforcement appeals.
  • Have conduct of Planning Inquiries, s288/ 289 challenges and /or applications for judicial review.
  • Advise on the interpretation of planning policy and or the development and promotion of planning policy.
  • Support, mentor, coach and generally develop colleagues in planning legal work.

  • Qualified Solicitor or Barrister or Fellow – Chartered Institute of Legal Executives.



  • Experienced and able to manage a complex and busy case load and advise at the highest levels as required.
  • An expert in your field with the ability to handle complex planning work.
  • Considerable post qualification experience and an up-to-date knowledge of the law and practice relating to planning and other relevant legal work.
  • Practical experience of personally and competently conducting planning advocacy in courts/tribunals/inquiries.
  • Proven ability and experience of successfully negotiating and drafting the full range of relevant legal documents without supervision.
  • Considerable experience of providing legal advice at local authority member and officer meetings or equivalent and of delivering training as required.

  • Confident, professional, enthusiastic, a creative thinker who can influence and drive progress and able to give clear and credible advice to senior officers and elected members.
  • A proactive team player, be flexible in approach and be willing to get involved in all areas of the Service’s work and want to play a prominent role in helping the Service to develop and improve.
  • Highly organised, enthusiastic and proactive individual, with a commitment to excellent customer service.
  • Ability to work in partnership and as part of multi-disciplinary project teams with colleagues, external organisations and councillors and to foster good working relationships at all levels.
  • Excellent written and verbal communication skills.
  • Ability to organise and prioritise workload.
  • Ability to work under pressure and to deliver good quality work to tight deadlines.
  • Ability and willingness to attend Committee meetings and other evening meetings (including outside the area).
  • Minimum of 12 months recent experience in a similar role or context and ideally within a public sector organisation.
  • Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
