An experienced Estate Manager is required to ensure the operational management of the Families, Quality and Commissioning Estate including day to day operation, ensuring sites can remain open and active to enable the delivery of key services including Children and Family Centres, Youth Services and Family Thrive.

The role includes management of all pre-planned maintenance, remedial works and response repairs in line with statutory requirements and Health & Safety guidance. Responsible for managing all business and site issues relating to Children’s Centres, Youth Clubs and Adventure Playgrounds, overseeing the management of the premises (where applicable) contracts and service level agreements, ICT management and data collection/disbursement and financial management. To establish and implement systems and procedures to manage all financial management and accounting, provision of information to facilitate budget preparation, monitoring and control in relation to the Service.

Key responsibilities:

  • Have lead responsibility for managing all health and safety operations, specifically maintenance works on site, tracking the completion of works and coordinating with Facilities Maintenance, Energy Team, Commercial Waste, Security and Cleaning Services, including monitoring budgets and identifying issues and opportunities for senior leadership decisions.
  • Assist in ensuring the rollout of the Family Hub model borough wide utilising existing FQC estate and integrating a borough wide plan to use assets from Community Services and Education.
  • Lead FQC Estate improvement and rationalisation in coordination with other service estates teams to identify sustainable delivery models that can maintain services and meet the Council’s saving requirements and have responsibility for all areas of this work, including capital project works at each site, service plans and models that support the sustainability of CYP services through income generation and co-location of services and shared maintenance models.
  • Support the establishment and maintenance of close working relationships, liaison and consultation with statutory and voluntary agencies, childcare and early education providers, Schools, members of the local community as stakeholders of the FQC Estate.
  • Develop and implement an annual action plan for the FQC estate with individual site specific plans that contribute to estate rationalisation.
  • Take an active role or lead on the procurement and contracting of services for both capital works programmes and service delivery within the FQC estate.
  • Ensure all aspects of contracting including service specifications, service level agreements, and quality and performance management reflect the principles of value for money and evidence based practice.
  • Manage relationships in the development of joint funding and joint working protocols and procedures with agencies such as schools, the local NHS Trusts, the PVI sector and other Council departments, including the resolution of complex difficulties.
  • Ensure effective project delivery by influencing key project stakeholders, including project owners (e.g. Heads of Service, Executive Directors), Consultants (e.g. Architects, Contractors) and relevant portfolio holders (e.g. Members).
  • Develop project proposals through feasibility work, to test their deliverability and make recommendations on the necessary funding.

  • Experience of planning and managing the deployment of project resources to meet project milestones.
  • Experience of working on own initiative as well as in a team orientated, collaborative environment.
  • Experience of using a wide range of IT systems and products.



  • Local Government policy and finance, especially relating to Early Intervention and Facilities Management.
  • Knowledge of Health & Safety Legislation.
  • Good understanding of the issues facing the management of a public sector organisation.
  • Comprehensive knowledge of the environmental and regeneration issues facing the borough.
  • Excellent knowledge of regeneration and the external funding sources and regimes available.
  • Good knowledge of the principles of financial management and control, including management of major capital projects and programmes.
  • Good working knowledge of the principles of project and programme management, contract and stakeholder management.
  • Good knowledge of procurement practice.
