Hybrid role

This role is for a Strategic Head of Communications to lead the talented marketing and communications and engagement team to help deliver high impact and imaginative communications to residents, businesses and stakeholders. Reporting to the Chief Executive and working with the Metro Mayor, the role will deliver integrated internal and external communications that deliver on the Mayoral priorities and organisation objectives.

This is a unique role driving external comms and managing internal comms to deliver on strategic, organisational and mayoral objectives that spread across stakeholder comms, media, marketing, brand, digital and consultation/engagement.

Experience of leading and shaping a comms team in a fast moving environment and working with Ministers/politicians is required, with a proven track record of leading a team in a complex organisation, delivering results and driving forward the communications strategy. An excellent grasp of the news agenda is also required and the ability to be able to provide strategic advice to the organisation and be passionate about delivering creative and impactful communications for audiences together with experience of working with press and media at a national level.

Key responsibilities:

  • Develop and deliver an effective communications and marketing strategy for the Authority, ensuring consistent communication of its vision and ambitions for the region, as well as its services and achievements, to multiple stakeholders.
  • Ensure that the Authority is open and transparent in its communications, and that activities are designed to engage with targeted, relevant, diverse audiences across the region.
  • Lead campaigns that promote the West of England - regionally, nationally and internationally - as a great place to live, work, visit and invest, in line with the ambitious strategy for clean growth that benefits every resident.
  • Proactively lead, plan and deliver comms and media opportunities and events that enable the delivery of the organisational and mayoral objectives and maximise the coverage of the Authority across the region and nationally.
  • Provide expert and strategic advice to the Authority and its leadership on matters relating to communications, marketing, consultation and engagement.
  • Work with colleagues from departments across the organisation to ensure a consistent and corporate approach to all communications, marketing, consultation and engagement.
  • Develop and maintain strong relationships with public and private sector partners and key stakeholders (including councils, central government departments, regional and national bodies) to help drive a consistent regional narrative in line with the Local Industrial Strategy.
  • Ensure effective media relations is maintained at all times, planning ahead to maximise opportunities and manage key issues.
  • Lead a team that proactively seeks positive media coverage to promote the West of England, the Authority and Mayor. Ensure that locally, regionally, nationally and internationally the region is seen as a great place to live, work, visit and invest.
  • Develop and maintain excellent relationships with regional, national and international media, and ensure that the Authority has effective systems to monitor and respond to media coverage.
  • Lead a comprehensive internal communications strategy, to ensure staff engagement with the organisational mission and values.
  • Support the Chief Executive with the ongoing smooth operation and development of the organisation, planning ahead in line with future devolution to the region.

Qualifications & Knowledge:

  • Degree level or equivalent standard of general education.
  • Membership of CIPR desirable.
  • Successful record of leading, developing and implementing organisation-wide communications strategies in complex organisations.
  • Understanding of local, regional and national government politics, political structures and culture.
  • An understanding of and experience of the organisational development issues within a complex organisation, with particular emphasis on a changing environment.
  • Thorough understanding of all forms of media including social media.
  • Good understanding of the policy context relevant to the Authority, and how communications can be used to deliver its strategic goal.



  • Senior leader specialising in communications and corporate affairs.
  • Experienced in translating strategic organisational objectives into meaningful communications strategies.
  • Significant experience of leading a communications team or service, setting direction for the team and managing performance in accordance with the organisation’s strategic goals.
  • Successful record of leading and managing public relations and communications in a complex and demanding organisation, with multiple stakeholders.
  • A strong strategic leader, experienced at senior manager level with significant evidence of providing communications advice to senior leaders, sometimes on complex or contentious issues.
  • Experience of managing communications in organisations through periods of significant change.



  • Ability to communicate effectively with politicians, senior leaders, colleagues at all levels, media and other stakeholders.
  • Ability to work in a policy environment, understanding the local, regional, national and international contexts relevant to the post.
  • Ability to prioritise workload to achieve desired outcomes and meet competing deadlines.
  • Ability to give advice and, when necessary, negotiate assertively with tact and diplomacy.
  • Good organisational skills and ability to promote an organised working environment.
  • Ability to manage, and work constructively as part of, a team.
