The Digital Services Team are changing the way they deliver their service and reflecting the new ways of working with the use of Digital, Data and Technology. A Business Analyst with at least 5 years’ experience is required for a 12 month contract to work on a roadmap of business and IT programmes and projects such as ERP, digital device rollout and a social care system review.

Key responsibilities:

  • Be part of a multi-disciplinary team responsible for capturing, developing and delivering user requirements.
  • Lead and have responsibility for enabling digital, data and technology change, defining needs and recommending solutions that will deliver value for council departments.
  • Work in close collaboration with other Digital Services colleagues such as Business Engagement Managers (BEM), Digital Services Project Managers, Technical Architects, Systems and Server Engineers and Application Integration Engineers.
  • Responsible for the mapping and designing of new processes, developing and delivering user research, customer journeys, resource requirements, design technology requirements, workflows and information flows.
  • Identify and escalate any budget risks.
  • Constructively challenge and take action with pace where there are performance shortfalls.
  • Responsible for investigating, analysing, articulating and solving complex problems leading to new and changing business requirements and opportunities for improvement.
  • Planning the business analysis approach, governance & information management.
  • Identifying new digital, data and technology solutions and their application for the benefit of the council and users.
  • Develop business cases for digital, data and technology transformational change, including options and recommending way forward, enabling the council to select appropriate projects to progress.
  • Shaping and handing over well-defined projects (including scope and governance) to Digital Services project managers and their delivery teams.
  • Responsible for up to three Business Analysts.
  • Facilitating the capture of in-depth business and user requirements.

  • Higher education/college or equivalent.
  • ITIL Foundation Certificate.
  • ITIL Practitioner Certificate.
  • PRINCE2 Foundation Certificate or equivalent training.
  • PRINCE2 Practitioner Certificate or equivalent training.
  • MSP (Managing Successful Programmes) Certificate.
  • TOGAF 9 Certified OR Zachman EA Certified, or equivalent.
  • Certified Information Security Manager (CISM) OR Certified Information Systems Security Professional – Information Systems Security Management Professional (CISSP-ISSMP), or equivalent.
  • Diploma in Security Management, or equivalent.
  • MCP Network and/or Voice Certification, or equivalent experience.
  • Relevant manufacturer qualifications for equipment used e.g. CCNA, CCNE.
  • MCSE: Server Infrastructure, or equivalent experience.
  • MSCE: Cloud Platform and Infrastructure, or equivalent experience.
  • BizTalk certification or equivalent experience.
  • MS-Dynamics/ADX certification or equivalent experience.


Skills, Knowledge & Experience:

  • A self-starter, comfortable dealing with business stakeholders and suppliers at all levels, with experience as a BA through all phases of a project from business case to user and operational early life support.
  • Experience of large scale programmes, CRM, ERP, digital, data projects is desirable.
  • Experience (at least 5 years) of working as a Business Analyst or User Researcher across business and IT for both Agile and Waterfall projects.
  • Excellent skills in leading workshops, writing business cases, eliciting requirements and documenting as functional and non-functional, user stories, data diagrams and dictionaries, process maps.
  • Ability to engage, coach and motivate teams and set clear targets and expectations.
  • Evidence of high levels of customer service and satisfaction.
  • Experience of successfully managing performance and providing clear constructive feedback.
  • Experience of successfully implementing plans and projects to time and budget and able to effectively plan and manage budgets and resources.
  • Demonstrable experience of working and applying Agile methodology including experience of working with business systems and end to end delivery of projects using a range of methods including Sprint, Waterfall etc.
  • Experience of gathering and writing business and user requirements including user journeys, wireframes to articulate and solve complex problems.
  • Good understanding of Lean Systems Thinking and process review and its ability to deliver effective digital, data and technology outcomes for organisations and users.
  • Able to interact directly with senior stakeholders, facilitating and bringing the right people together to bring about digital, data and technology change.
  • Understanding users and able to identify who they are and what their needs are based on evidence and able to translate user stories and propose design approaches or services to meet their needs.
  • Experience leading junior BAs.
  • Good English literacy (written and verbal) and numeracy skills.
  • Availability to work out of hours, including weekends and to provide on call service.
